In the media Reports it says "responded to/arrived at". These high profile locations need better permanent security forces at their locations so that response times can be quicker. Use of drones (of various sizes; and possibly kamikaze mini-drones) where needed to go in to see what the attackers are doing would also help engage the suspects so that security forces don't have to engage the enemy without better situational awareness.

In these regards, Pakistan needs to form a similar force to the People's Armed Police of China, and have these capabilities built up. Like Swat officers or Army Rangers on constant over watch in every city, ready to respond via Helicopter and or MRAP. Large Balloons with high definitions cameras should hover over major cities, and working with China to make AI software to predict who might be a higher risk threat, and investigate them before attacks like this can occur. Keeping an eye out for suspicious people. Should an attack occur, it would help respond to the attack, and after an attack, footage and be rewinded to look back to where the attackers came from.
