pN is in no position to be compared with Indian navy.

nuclear sub( seriously) , their is no shipyard capable of making it from scratch maybe some Chinese retired one may get reconstructed their but it will take atleast a decade or two to make one on their own.

its not economically feasible as well, pN lacks in no of quality ships that might be a priority for strategy makers of pN.

a cruise missile like babur fired from a ship might be the only sea based nuclear threat.

Our Coastline area is One Seventh of the Indian coastal area. We don't need to match ship to ship.
Matching 1/3rd is enough to defend our small coastal area and we have only one enemy. While India have to contain china and then also Pakistan. So they need 7 times more than our Naval fleet.
Best option is to become friend and Ally, and keep saving money for development projects and to counter future increase of Oil prices..

PNS Shujaat = indigenously manufactured Missile craft
PNS Zulfiqar = chinese F22
PNS Hamza = Agosta 90B class

India thanks to russia and EU equipment is ahead of Pak in naval technology.... PN unlike IN is short of cash... although PN builds Missile boats like Larkana class,Jallalat class,various STUS and liscense produced Frigs and subs.... although i can see them getting a little serious with Naval ballistic missiles ( see the latest vertical launched Babur CM) and a new indigenous Nuclear sub project...
