Pakistan has to act fast to catch up with Modi's fast pace of modernization of Indian Defense Forces with 3 possible options:
1. Shape up its economy and join the Arms-Race ( tough but possible )

By doing so not only India will be breaking the International law but this happens to be one the nuclear thresholds for Pakistan. Now assuming you are not 12 year old brat, you do realize that when Pakistan's existence will be at stake, nuclear option will outshine others and that would put the Indian survival at risk too.
