Carrying the villages and their populations with the Army would be key, I agree. However, I am afraid this has all the makings of a low intensity guerrilla conflict by a generally radicalized population against a perceived adversary in uniform, thus far. This cannot be a good position for the Pakistan Army.
The population is bound to side with the victor, these people need to adapt to survive. They have families and they will salute anyone who they see is powerful, it's imperative that they remain under the care of the PA and the State.
