WASHINGTON: During the 1999 Kargil war when its army was suffering heavy casualties at the hands of India, Pakistan was preparing its nuclear weapons for deployment and possible use, the CIA had warned then President Bill Clinton, a former top White House official said on Wednesday.

The CIA's assessment formed part of the daily top secret classified briefing for Clinton on July 4, 1999 when the president was scheduled to meet the visiting Pakistan Prime Minister Nawaz Sharif.

Facing global humiliation and the prospect of an imminent defeat because of the misadventure of his army chief General Pervez Musharraf, Sharif had rushed to Washington seeking Clinton's help in ending the war.

"It worked. Sharif agreed to pull back his troops. It later cost him his job: The army ousted him in a coup and he spent a decade in exile in Saudi Arabia. But the risk of a nuclear exchange in South Asia was averted," Riedel wrote.

And there are a few Mushy lovers on here, who hate NS to limits on this forum. Don't realize that if NS hadn't done that, how many millions would've perished. And today, the economic and personal growth opportunities that Pakistan is enjoying, with a shiny future ahead of her, would've never existed if the mad-man dictator was allowed to escalate to the nuclear option. Half the Pakistan would've been turned into rubble in retaliation too.

This here, is one of the MAIN reasons WHY Civilian control over any country's military is extremely essential. The generals know how to fight and a losing general would've made hundreds of millions of people lose their lives for his stupid ego to win a lost war!!!! Another show of how dictators think and process.

Many on here should know that they may be alive today because of the firm stand NS took back then and avoided the nuke option, and saved millions of lives. I can't imagine where Pakistan would be, had that option been exercised!!

"The morning of the Fourth (of July, 1999), the CIA wrote in its top-secret Daily Brief that Pakistan was preparing its nuclear weapons for deployment and possible use. The intelligence was very compelling. The mood in the Oval Office was grim," Bruce Riedel, who worked at the time in the National Security Council of the White House and was among the few present at the Clinton-Sharif meeting said.

Riedel, a former CIA analyst and now working at the Brookings Institution made the revelations in an obituary he wrote for Sandy Berger, former national security advisor to Clinton, who died of cancer on Wednesday.

"Berger urged Clinton to hear out Sharif, but to be firm.

Pakistan started this crisis and it must end it without any compensation. The president needed to make clear to the prime minister that only a Pakistani withdrawal could avert further escalation," he wrote.

"Sandy knew Clinton better than anyone, his natural inclination was to find a deal. This time, no deal was possible, it must be an unequivocal Pakistani climbdown," Riedel said.

"It worked. Sharif agreed to pull back his troops. It later cost him his job: The army ousted him in a coup and he spent a decade in exile in Saudi Arabia. But the risk of a nuclear exchange in South Asia was averted," Riedel wrote.

PA might have readied the nukes in anticipation of use by India which is not something that should surprise anyone

However, PA was not losing and still controlled 5 off the 7 heights when the decision to withdraw came. The only drubbing it got was at the time of its retreat and there is no sense in believing that PA would have fired a nuke while retreating

There was an immense possibility of Indian troops crossing into P-O-K and occupying the land...this is what made Pakistan go to US. If Indians would not have agreed for a ceasefire along the LOC, there was every danger that this would turned nuclear.

That might have been the first time, but definitely not the last, when Pakistan would test Indian resolve. We are in a very precarious position indeed. Usually, when there are asymmetric military equations, the stronger country is belligerent and if matters reach a point of nuclear standoff, they have no one to blame but themselves. However, Pakistan is at the same time the weaker power as well as the more bellicose one. Sooner or later, they will make another misadventure, and inevitably will be faced with an existential crisis as a result, thereby justifying (in their minds) a nuclear exchange.

It is incumbent upon India to bring this simple fact to the notice of the world. We can, at best, prepare ourselves for yet another chapter of Pakistani aggression and thwarting it. But the pressure upon Pakistan to change this maniacal posture cannot come solely from us, as we are not responsible for sustaining this failed nuclear-armed state.
