The Indian troops have been retaliating “strongly and effectively”, said a defence ministry spokesperson Lt Colonel Manish Mehta in Jammu.

Unprovoked firing by Pakistani troops on forward Indian positions along the Line of Control in Nowshera sector continued at intermittent intervals for the last three days.

The latest incident of ceasefire violation from across the border came around 8 am on Monday when Pakistani troops resorted to mortar shelling, besides automatics and small arms fire, said a defence ministry spokesperson Lt Colonel Manish Mehta in Jammu. The Indian troops have been retaliating “strongly and effectively”, he added.

Significantly, Pakistani troops had resorted to firing in the area on Saturday and Sunday as well. On Sunday, they resorted to firing at 5 am and it continued till 3 pm. The Indian army have been retaliating, sources said, adding that there have been no casualty or damage on the Indian side.

New Delhi: At least one incident of ceasefire violation by Pakistan has been reported daily along the LoC in Jammu and Kashmir in 2015 and 2016, with 23 security personnel being killed in the two years, the Home Ministry has said in an RTI reply.

It also said that 1,142 terror incidents were reported in J&K between 2012 and 2016 in which 236 security personnel and 90 civilians were killed.
In the same period, 507 terrorists were killed in encounters, the ministry said.

According to the reply, Pakistan violated the ceasefire across the Line of Control 449 times in 2016, as compared to 405 violations in 2015. Twenty-three security personnel were killed in the two-year period, it said.

Major Gen (retd) G D Bakshi said Pakistan is running a "covert" war against India.

"Though Pakistan talks about peace, it does not believe in it, and Jammu and Kashmir is an example," he said.

Compared to 220 terror incidents in Jammu and Kashmir in 2012, there were 322 incidents in 2016 in which 82 security personnel and 15 civilians were killed, the RTI reply said.

It said in 2015, 39 security personnel and 17 civilians were killed in 208 terror incidents while 108 terrorists were killed in encounters. While 47 security personnel and 28 civilians were killed in the state, 110 terrorists were killed in encounters in 2014, the reply said.

The RTI reply said in 2012, 15 security personnel and as many civilians were killed in 220 terror incidents, and 72 terrorists were killed in encounters.

In 2013, 53 security personnel and 15 civilians were killed in 170 terror incidents in J&K with security forces killing 67 terrorists in encounters.

"There is a new trend these days. Whenever the army surrounds militants in an area, messages are sent on social media platforms and residents from nearby places gather there, slowing down operations," Bakshi said.

Islamabad: The Pakistan government on Sunday claimed that four of its civilians were injured in a cross-LoC firing by Indian forces.

The Pakistan Army alleged that the Indian troops yesterday resorted to firing in Nakiyal sector at the Line of Control in violation of the ceasefire agreement.

"Indian troops committed ceasefire violation and targeted civilians with mortars in village Thruti. Four civilians were injured," a spokesman of the army said.

The injured included two women, a 12-year-old boy and a man, the spokesman said.

"Pakistani troops effectively responded to silent Indian firing," the spokesman said.

Yesterday in Kulgam district of Jammu and Kashmir, a policeman and a wanted militant of Lashker-e-Taiba terror group were among five persons killed when terrorists made an attempt to ambush a police party.

A 35-year-old woman was on Thursday killed and her husband injured in mortar shelling by Pakistani troops in the Nowshera sector of Jammu and Kashmir’s Rajouri district.

A shell hit a village in the Laam belt, killing Akhtar Bi and injuring her husband Mohmmad Hanief (40).

“The Pakistani Army fired from small arms and automatic weapons from 10:40 last night on the Indian Army posts along the Line of Control (LoC) in the Nowshera sector of Rajouri district,” a defence spokesman said.

They also shelled forward posts and civilian areas, using 82 mm and 120 mm mortars, he said.

“The Indian Army posts are retaliating strongly and effectively. The firing is presently on,” he added.

There have been six ceasefire violations in April.


The latest incident of ceasefire violation comes after the beheading of two Indian soldiers by a Border Action Team of Pakistan on May 1.

Under the cover of heavy mortar fire, the Pakistani special forces team sneaked 250 metres across the LoC into the KG sector of Poonch and beheaded the soldiers.

The Home Ministry has said that at least one incident of ceasefire violation by Pakistan took place daily along the LoC in Jammu and Kashmir in 2015 and 2016 in which 23 security personnel lost their lives.

As many as 1,142 terror incidents were reported in the State between 2012 and 2016 in which 236 security personnel and 90 civilians were killed, it said.

Pakistan breached the truce along the LoCl 449 times in 2016, compared to 405 violations in 2015.

Pakistan opened fire on forward villages and posts along the Line of Control (LoC) in Nowshera sector of Rajouri district on Wednesday with the neighbouring country continuing to violate the ceasefire agreement.

The Pakistani army also opened heavy fire on Indian posts in Balakote sector of adjoining Poonch district on the intervening night of Tuesday and Wednesday.

Defence spokesman Lt Col Manish Mehta said, “Pakistani army initiated indiscriminate firing of small arms, automatics, 82 mm and 120 mm mortars from 1830 hours (6.30pm) along the Line of Control (LC) in Nowhera sector on Tuesday.”

Rajouri deputy commissioner Dr Shahid Iqbal Choudhary said Pakistani troops targeted Lam area. He said 1,795 people have taken refuge in various relief camps in Nowshera.

In the wake of fresh ceasefire violation on Tuesday evening, bulletproof bunkers (Casper vehicles) and ambulances were pressed into service for evacuation from Pukharni area in Lam, which remained peaceful after initial losses of life and property last week.

Nowshera superintendent of police Atul and subdivisional magistrate Harbans are coordinating rescue operations at Nowshera along with team.

In Rajouri district, intense shelling by the Pakistan army has forced several families from Jhangar and Bhawani areas to move to temporary shelters set up at a government higher secondary school and other safer places on their own.

Over 50 schools in Nowshera have been closed for an indefinite period while 36 in Manjakote and Doongi zones have been closed for three days, affecting 4,600 students. At least two civilians, including a minor girl, were killed as Pakistan pounded 35 villages and Indian posts with mortars.

Srinagar: Defence Minister Arun Jaitley and on Wednesday reviewed at a high-level meeting the security situation in Kashmir where militant attacks and incidents of stone- pelting are on the rise.

Jaitley, who also holds the finance portfolio, arrived here this evening and soon after chaired the security review meeting which was also attended by newly-appointed Defence Secretary Sanjay Mitra and Army chief Gen Bipin Rawat, Army officials said.

The Defence Minister was briefed on the prevailing situation in Jammu and Kashmir and steps being taken to restore normalcy in the Valley through close coordination amongst all the government agencies, the officials said.


He was also apprised about various measures to strengthen the counter-infiltration grid along the Line of Control (LoC), where Pakistani forces have been indulging in shelling and attacks.

Jaitley "lauded the valour, sacrifice and patriotic fervour of every soldier who is serving in these challenging situations for national integrity", saying the entire country is proud of them, the officials said.

He urged all soldiers to continue the good job being done and ensure safety of the innocent people while dealing firmly with the inimical elements.

He also impressed upon the commanders to maintain strict vigil along the LoC and remain prepared to give a befitting reply to any misadventure from across.

Jaitley will preside over the GST Council meeting here tomorrow.

He is also likely to meet Chief Minister Mehbooba Mufti.

The visit of Jaitley and Rawat to Kashmir comes against the backdrop of beheading of two Indian security personnel by Pakistani military in Poonch district earlier this month which was termed "barbaric" by India.

While Rawat hinted at retaliation to avenge the killings, Jaitley had said the sacrifice of the two soldiers will not go in vain and that the armed forces will react "appropriately".

The Kashmir valley has witnessed a spurt in incidents of violence and militant attacks in the last couple of months.

The Pakistani troops were involved in 67 ceasefire violations in the first four months of 2017, with maximum of 26 incidents reported in April, according to Army sources.

They said a total of 27 militants were killed between January and April in counter-insurgency operations..

Fresh protests erupt; Chief Minister seeks timely and periodic release of funds for violence-hit State
Union Finance Minister Arun Jaitley met Chief Minister Mehbooba Mufti in Srinagar on Thursday and discussed the security situation even as fresh protests and a grenade attack left 18 persons, including students, injured.

An official spokesman said the Chief Minister apprised Mr. Jaitley of the huge losses suffered by local business units, especially young entrepreneurs, during last year’s unrest. “She also sought restructuring of credit facility to them,” the spokesman said.

Sources said the ongoing unrest also came under discussion and the two leaders deliberated on the possible measures to contain the situation.

Ms. Mufti also sought “timely and periodic release of funds under the Prime Minister’s Developmental Plan [PMDP].” It was learnt that the Union Minister backed the development plans for J&K.

“The situation in the Kashmir Valley is much better than that was portrayed in the media. Srinagar is by and large very normal. I believe the situation is going to improve,” said Mr. Jaitley.

At least 15 persons, including students, sustained injuries as fresh clashes erupted in south Kashmir.

A police official said students of the Government Degree College, Kulgam, held a demonstration on the campus to protest against the detention of some students. Security forces lobbed tear-smoke shells to disperse the protesters, sparking clashes.

Pellet gun charge
The students alleged that the security forces used pellet guns. Reports said a journalist, Tanveer Ahmad Wani, and a student, Amir Fayaz, were hit by pellets in their eyes. Both were shifted to Srinagar’s Shri Maharaja Hari Singh hospital.

The authorities have decided to suspend classes in the Government Degree College, Kulgam on Friday as a precautionary measure. Srinagar’s leading educational institutes, Sri Pratap Higher Secondary, and M.P Higher Secondary School will also remain shut.

Hurriyat chairman Mirwaiz Umar Farooq has demanded that students’ associations be allowed to revive in schools, colleges and universities across Kashmir. “Absence of these is leading to the current crisis,” he said.

Grenade attack
Meanwhile, a grenade attack by suspected militants left three policemen and a civilian injured in Srinagar’s old city. A grenade, lobbed at the Safa Kadal police station, exploded on the road.

“One constable, two Special Police Officers and a civilian were injured in the grenade attack,” said Senior Superintendent of Police, Srinagar, Imtiyaz Ismail Parray. The injured were rushed to the hospital.

In a separate incident, a policeman, Reyaz Ahmad, was grievously injured as youth pelted stones at a police vehicle on Batagund-Khanqah road near Midoora in Awantipora, Pulwama, on Wednesday night.

Two infiltrators and two Army personnel have been killed in an operation in Kupwara district's Handwara area in North Kashmir on Saturday evening.

A Srinagar-based Army spokesman told The Hindu that two militants "attempting to infiltrate in Nowgam Sector have been killed". Preliminary reports suggest two soldiers were also killed in the operation.

"The operation is going on," said the spokesman.


Earlier, there were reports of a group of militants being spotted in Handwara. However, it could not be immediately confirmed if this group is being trapped or a fresh bid was made late in the evening by militants to cross into Kashmir Valley.

In the first three months of 2017, 10 Army personnel were killed in terror-related incidents, counter-terror operations and foiling infiltration attempts in Jammu and Kashmir, Minister of State for Defence Subhash Bhamre had told Parliament during the Budget Session. The figure stood at 49 for the year 2016. He had added that counting only infiltration attempts, 28 were made in 2015, 88 in 2016 and 11 till February this year — a total of 127 in the last three years.

The Indian Army has launched massive fire assaults and destroyed several Pakistani posts across the Line of Control (LoC) that were aiding in infiltration, the Army said and released a video showing some of the assaults.

"As part of our Counter Terrorism strategy and to ensure that infiltration is curbed and initiative remains with us, the Indian Army proactively dominates the LoC," Major General A.K. Narula, Additional Director General, Public Information, said on Tuesday.

''The Pakistani Army has been providing support to armed infiltrators by engaging our forward troops from their weapon emplacements and pill boxes closer to the LoC. At times they have not hesitated to target civilians in the proximity of the LoC," he stated.

“With snow melting, infiltration is likely to rise. Operations like the one at Naugam in Jammu and Kashmir on May 20-23, where four terrorists were neutralised on May 21, call for even more proactive Counter Terrorism operations,” he said.

Gen. Narula referred to a recent action by the Army in Naushera sector in which some Pakistan posts were damaged as part of the counter terror operations.
 
“Pak Army has been providing support to armed infiltrators by engaging our forward troops from their weapon emplacements and pill-boxes closer to the Line of Control. At times they have not even hesitated to target villages in the proximity of Line of Control,” Narula said.

Saying that the Indian Army has been proactively dominating the LoC region, Narula added that locations aiding infiltration of terrorists have been identified and destroyed. “Infiltrations are likely to increase to with melting of snow and opening of passes,” he said.

“It is essential to bring down the number of incidents in J&K so that the youth are not influenced,” he added.
