Pakistan totally failed to capitalize the technology transfer of the Agosta-90B Submarines.

Boy 2023-2028 is quite delayed , considering the man power we have that kind of slow rampup is just strange
 
Not really lol. But still we really don't know which submarines we are buying? Why do you think its being kept secret?
Think about it..it is because it is a very advanced and modern submarine.. people will know some things about it when it will be ready.. not before that.. too many curious people out there..these subs are supposed to form an important role that will most likely be one of the deterrent triad..
 
We didn't construct a single submarine after the initial three. Instead we are buying eight more Chinese submarines. What was the whole point of wasting resources for building future submarines that we will never build?

Sadly 90's submarine now 25-28 years later the talent is close to or have retired
And they didn't go on to train others????

at least we got trained work force and some experience of submarine manufacturing. However it is useless if more than 90% materials are being imported.

First we should start to produce raw materials required of superior quality and then go for at least basic gadgets. The final step should be of manufacturing.
 
Well 2028 is almost 10 years from now and that is just rediculously late figure considering we ordered the items 1-2 years back

by modern standards that is pretty fast


In Pakistan the construction of airport takes 6-7 years which is completed in 6 months to 1.5 years overseas

I think when we manufactured Agosta in Pakistan we did it in few years

Pakistan could've bought some from french while some from Chinese this would've lowered the construction time frame .

Even the Rafale program suffered a hiatus in the 1990s
due to the government delaying acquisition because it
was short on available cash and it happens everywhere.

I am talking about the recent procurement strategy with Chinese . we could've just got some from the Chinese and some from French as subs are needed on a quick basis.
 
Technology Transfer is one of most misunderstood and often misused word. The term ‘technology’ is an inherently abstract concept which is difficult to interpret, observe and evaluate.

In the context of developing countries, many perceive TOT in terms of achieving three core objectives: 1) The introduction of new techniques by means of investment of new plants; (2) The improvement of existing techniques and (3) The generation of new knowledge especially in the case of sophisticated machinery or equipment.

However, technology transfer is a complex & difficult process that needs time to evolve. The success of technology transfer, and the economic benefits of technology transfer such as the transmission of the know-how which would enable the recipient to manufacture a particular machinery depends on the state of the recipient country’s human resource capacity & her economic development.

Regrettably Pakistan has not yet developed to the level where it could absorb the skills to design and manufacture a submarine on its own. The entire TOT that Pakistan engineers acquired in the process was probably to assemble a state of the art complex war machine from its component parts.

The same is partly true for AL Khalid MBT. Pakistan only manufactures some parts but the engine and transmission are imported from Ukraine.
