They require slower aeroplanes since the problem is counter insurgency and it will require Close Air Support, which calls for slower aircrafts.
This was the case before the days of Precision Munitions. JF-17 would do just fine, however I do not think that they need JF-17s specifically. The Sri Lankans have specifically asked for PGMs that can be launched from their existing platforms like the Kfir C-2s. That works out pretty good because quite a bit of Pakistani ordnance produced at Air Weapons Complex is designed for similar airframes (Mirage III/Vs).
