F16 is a multirole aircraft and in the CAS role, they are definately for WoT. USAF using F16's in a similar role in afghanistan. EFT, Mirage, Rafale also used in the same role in afghanistan and in Libya.

We are getting F16 C/D 18 more because it helps our counter terrorism operations the definition of terrorism can be state sponsored terrorism or war which is the highest form of terror

F16 are just the backlog items from 1990's we were suppose to get 80-90 of these so we are just getting them returned, just better versions
