I dont think, thats valid here at least. The commanders knowing the situation on ground, acknowledge the progress made against the Haqqanis in the recent operatoins, the Pentagon doesn't. It still wishes to criticize Pakistan, for its other business on the Line of Control. That shouldn't be the U.S concern. What exactly, are you looking to bargain for?

Sir, the commanders on the ground can provide their input, as they are doing in this case too, but the Pentagon takes many other inputs to come up with a more complex plan, and one that must serve the political decisions made by the US Government, which has global concerns to deal with as the superpower.
