I think a private company in south africa operates it for civilian use, maybe they will buy for their air force.

They are interested in the purchase of the trainer aircraft and they also updated the air crafts supplied to Nigeria for Maritime uses. They are assessing the aircraft what will be reason for purchase is unknown.

actually money is not an issue and PA is looking for a wheeled 155mm 52 Cal for quite a while. the Nora b-52 at ideas 2016 was infact the unit that the Serbs had took straight from trials. I heard that PA is more inclined towards Nora than T5. let's see which one comes, both are quality systems.

The procurement policy is flawed.

Instead of buying in small lots, a big order split over "X" number of years gives you a lot.

Secondly, some things like Jet Engines, Tank engines, Sub AIP modules etc are things no one will give you with ease, with the exception of China, so you have to play your cards right.

things are changing, industries are finding difficult to sell anything especially countries that are not the big powers(Russia,USA, France)
most of the countries will be more than willing to do joint ventures examples are Ukrain, south africa, even turkey incase of pakistan
the problem is our mind set, buy it if its there and make it if its not, rather than "try to make everything that home"
i agree that buying off the shelf is ok if its not economical but if you are going to buy 100+ helicopters, 1000+tanks, its by no means comical to buy them, even if it is, we should make it.

For AIPs, jet engines or other very sophisticated technoliges not in mass use or limited to few countries, its ok to try off the shelf

we should join turkish utility helios and SAM programs

The MoU is a govt-to-govt agreement which implies that South African companies have SA gov't approval to engage with the Pakistani armed forces and defence industry. The rest is now up to the Army, Navy, Air Force, etc, to discuss with Denel, Paramount, Airbus DS, etc.
