This whole business was a joke, your High commissioner announces loudly that he is meeting seperatists for discussions before FS talks. Why? The FS meeting was to set an agenda, Kashmir was not going to be discussed. Consultation excuse was a joke.Your HC was probably ordered to do so to divert attention or to stave off criticism, so he put the Modi government which had agreed to FS talk in an embarrasing position.
