Pakistan and Russia have expressed understanding for the connectivity between the two countries as well as development of transit corridors to strengthen cooperation.

The desire was expressed at a meeting between Minister for Planning Ahsan Iqbal and Russian Minister for Transport Maksim Sokolov.

During the meeting, they discussed the importance of regional connectivity, transportation sector and people to people contact in developing economies.

On this occasion, Ahsan Iqbal stressed that Pakistan wants to further enhance connectivity in the region.

He said through China Pakistan Economic Corridor can integrate three billion of world population in the region.

The Minister said Pakistan seeks peace and harmony in the region so that economic cooperation can flourish and wants to develop strong partnership with Russia in all fields particularly higher education.

Russian Minister Maksim Sokolov said his country shares the same principles about regional integration.

He agreed with the importance of transport connectivity between the two countries as well as development of transit corridors to strengthen cooperation.

Well Russia does provides oil and gas supplies and having a line from China side direct into Pakistan would be great additional Gas and Oil for cheaper power cleaner power source

SO ACTUALLY RUSSIA NEVER RULED OUT TO BE PART OF CPEC
 
Russia wants to reap the benefits but doesn't want to invest much. You can't do both.

I think you need to read the above statement from Russian minister.
