it said 10 billion for 100 locomotives
the locomotives were supposed to be brand new and would have been manufactured by BHEL(India)

We too refurb engines. Not a big deal.

One of my elders retried as Railway engineer. I used to tour the Pakistani railway workshops and I know a thing or two about refurb stuff.

You are not getting what i am trying to say.....
By handling i mean you have to lay new railway lines (which is costly) because old railway lines cant handle large speeds.....
Which means if you buy a new engine in range of 5000hp(which is again costly) you have to restrict its speed unless you lay new railway lines(very costly).....
So its better to buy a old engine in range of 2000hp(cheap)........
Now you will say whats the point in buying OLD engines in range of 2000hp?
Because no country uses 2000hp engine these days and no one manufactures it also so how you will get it?

Yeah. Imagine the number of jobs it will create. It is a sustainable solution for the long term. I don't think these foreign locomotives are designed for hot and dusty conditions prevalent in our region.
