American Tech was already detecting German submarines in WW2 now we are talking good 50 year of advance tech

The midget submarine program I am afraid won't offer much
actually its the opposite. when subs are in shallow waters there's more "clutter" giving mpa the impression is just the usual mangroves. but in deep waters the picture would be clear as there's nothing around to hide/camouflage you

Along its own coast line, a country can establish a network of sonobuoys and other underwater sensors. Since they operate closer to the threat, they are not hampered by clutter. So defenders against subs have better chances than attackers in shallow waters.

As for attacking subs of defenders in shallow water, the situation would be slightly more complex. Sensors can be dropped from air, hunter-killer subs can be used. And in the end, its all a cat and mouse game. As technology progresses, it will become easier to identify the sub even in shallow waters.
 
Pakistan also shares adjacent coastlines with India (and Iran), hence the prospect of sneaking a mini-SSK for SOF missions. But I hope they design it with the ability to deploy torpedoes and anti-ship missiles, like the BMT Wyvern and Vidar-7.

at 700 tonnes id be expecting it to carry 4 heavy torpedoes plus 8 standard sized torpedoes.

well that would depend on how many launch tube are on the mini sub. usually you can fireone per vls for the heavy weights and can re-use the tubes for the usual sized subs
 
Pakistan should start R&D with China & Turkey on Subs and Ship designs.
 
Arming a midget sub with torpedos may affect its spec ops delivery missions, as the weight, size and length are strictly dimensioned to keep the size as small as possible which means limited space. Some are even strictly only transport subs. If weaponising these subs seems an option then getting a couple of subs only doesn't make sense, probably a handful like North Korean small sub fleet is a good idea. Probably the new subs will have state of the art sensors and better range and submerging duration than the old ones. It will be interesting to see if they will have the capability to be carried by bigger subs or not.

I think you would equip them for their deployment. For example, a mini-SSK assigned for ASW or AShW would be armed with torpedoes, but one meant for SOF will have SDVs instead.
