However, someday, it is given that war is going to happen between India and Pakistan. Denying that war will never happen between India and Pakistan in future is like living in unreal world. I think Indian constitution matters more in India. Anyway I don't recall any international law that prohibits settlements of Indians of other states in Kashmir. Indian constitution itself prohibits settlements of Indians of other states into Kashmir though article 370.

Media is not making things any easier. Things are becoming more complex between India and Pakistan and not less, and India and Pakistan are not even talking to each other.
