Pakistan 'not prepared for attacks'

Pakistan's interior minister has admitted that the country's security forces lack the capacity and training to tackle a wave of deadly attacks sweeping the country.

Speaking in the eastern city of Lahore, scene of three apparently coordinated attacks on Thursday, Rehman Malik said Pakistan was simply "not prepared for these kinds of attacks."

"The kind of terrorism we are facing; our forces neither had capacity nor training to counter this," he said outside the Federal Investigation Agency (FIA) compound in Lahore, scene of one of the attacks.

The FIA building was one of three targets hit in Thursday's attacks, while car bombs exploded in two cities near the Afghan border, killing at least 40 people, in an escalating wave of anti-government violence.

Speaking to reporters, Malik said the government had stepped up efforts to strengthen the country's security forces, including importing Chinese-made scanners and bullet-proof jackets.

He admitted however that it would be six months to a year before these were in place.

War zone

For several hours on Thursday Lahore resembled a war zone as security forces fought pitched battles with armed men for several hours.

In the first attack four gunmen broke into a Federal Investigation Agency (FIA) building and opened fire. At least three security officials, two attackers and two civilians were killed in the gun battle that ensued.

Elsewhere in Lahore, 10 to 15 gunmen raided the Manawan Police Academy on the outskirts of the city, resulting in the deaths of 11 police officers and four attackers.

Three of the attackers blew themselves up, the police said.

The same academy had come under attack earlier this year, in which 12 people died after an armed standoff.

Also in Lahore more than 20 armed men also stormed the Pakistani Elite Force Headquarters, sparking a gun fight in which at least one policeman and five attackers were killed.

Amjad Farooqi, representing a group often referred to as the Punjabi Taliban, claimed responsibility for the Lahore attacks.

On the same day two other attacks occurred elsewhere in the country, including a suicide truck bombing on a police station in the northwestern town of Kohat which left 11 dead.

Later in the day another explosion near a school in the city of Peshawar killed an 8-year-old girl and wounded five others.

Wave of attacks

Thursday's attacks were the latest in a recent wave of high profile strikes against the country's security forces - including an audacious attack on the army's headquarters in Rawalpindi earlier this week - amid the military's planned offensive against the Taliban heartland near Afghanistan.

More than 100 people have been killed in suicide attacks in recent weeks, mostly claimed by the Taliban, and the assaults have underscored the fighters' ability to carry out sophisticated strikes at the heart of government forces.

Imtiaz Gul, a political analyst in the Pakistani capital, Islamabad, told Al Jazeera: "It seems that [opposition fighters] are taking advantage of the lack of leadership in Islamabad at the moment.

Spike in violence

"The president [Asif Ali Zardari] and prime minister [Syed Yousaf Raza Gillani] do not seem to be in sync with the Pakistani military which looks embattled at the moment. And which is looking up to the political leadership to lead and consult them.

Ameen Jan, an analyst on Pakistan, told Al Jazeera: "The Taliban and insurgents are trying to send a very clear message: 'we're still here, we're still going to create hell for you and we are not going away anywhere soon.'"

"This is an insurgency that is here to stay for some time and it will take all of the effort of the Pakistan military and the rest of the state apparatus, and will require the support of the Pakistani people to battle it for the months and years to come."

Also on Thursday, suspected US drone attack killed four people in North Waziristan, on the border with Afghanistan.

Two missiles struck a house 3km north of Miranshah, the principal town of the region, intelligence officials said, adding that at least three of the dead were Afghan Taliban members.

it is next to impossible to have fool=proof security, having said that if all the civilian law and order agencies just improve their efficiency by 25%, it would make things a lot better. there is NO accountability in these agencies. pls tell me why the FIA bldg in Lahore has been attacked twice in one year - because no one is doing their jobs!!!. and they know nothing is going to happen to them - sa la vie!

exactly, all headlines which undermine pakistan and make them seem incompetent need to be challenged.

the inference they are trying to make is pakistan needs intervention.

there is ONE way however. if the affected countries put their efforts and energies together against the common enemy(ies) then this scourge of militancy can be defeated !!!

Although Solution lays in the way, whether we will agree or not is somehow doubtful. The personal differences have made it difficult to defeat common objectives.

Indian have problem with Pakistani no doubt on terrorism in India.
Pakistan has problem with Kashmir, this increases hatred.
Pakistan people dont believe in USA strategy, although we will always need USA in this.
We need to add Russian support but hardly we can do until USA says bye.
Afghanistan surely cannot help us much because they are full of taliban.


Only solution lay is to clear all problems with each other, have a trust and launch attack to this terrorist. I don't think any other way, one will be able to finish the taliban. We need to kill our own taliban before we attack them.

Totally wrong assumption, these days latest serveillance equipments are available with zero error , person who know these system can break these security system.

9/11 and bombay attacks are examples to understand , how internal security forces sucessfully break these security systems .

I was refering to the part of attack by terro*** yesterday. They were able to attack because it was suicide mission. Suicide mission are hard to detect unless you have intelligence info.

Now, we are facing one more problem. In India, when attacks were going on, Media was saying that there was intelligence. Then some official clarified that we received such intelligence every day and how we know which is right.

Its not that simple you cant expect it to be.

If the security agencies got a tip off.
They may be prepared for an attack but they still dont know, where or when.

A suicide bomber is a very dangerous weapon.
It is in concept the worlds smartest smart bomb.
Using the Human brain instead of a computer.

If they see that high profile targets are under guard. then the bomber
goes to the most crowded location he can find and then try to do as much damage as possible.

You cant stop the bomber but, what you can do is stop the bomb makers.
More control of the materials needed to make bombs.
More control over weapons

Also hitting the Taliban in their wallets is the most effective way to beat them.

But Pakistan has one major problem in this regard.

Correct me if i am wrong on this but,
The LeT and groups like it, have been operating in Pakistan for well over a decade now, as non-state actors.

they have an infrastructure for getting weapons and explosives and moving it around the country. Now also they obviously also have a source of finance and Training camps.

how many people in the PT do you think were once part of groups like the LeT or in some way associated with them.
How many people received training in their training camps.

How many people have been using the same infrastructure as the LeT to get weapons, explosives, money and training.

As an organization the LeT may be on Pakistan's side, but where did the Pakistan Taliban come from ?

They came from the same system, the only thing that's different now is the organizations goal. otherwise they are identical in every way.

Its time to bring an end to the system for good.

Even if you dont, and at the same time somehow defeat the Taliban.

It could be tomorrow it be 20 years but some one called Omar is going to be part of that system, and one day he decides to Build an Islamic state. and then the whole cycle will just repeat it self.

I wish i could say that the killing will stop here, but its going to get a lot worse before it can get better. There groups of extremists they ave had time to dig in for way to long, it will take a lot to get them out again
The war is about to begin, all that's left to ask is how many will die and what will they die for ?

Sniper take out many suicide bomber in Lahore thats why damange wasnt huge.

The cops got lucky. When you have a person who is prepared to die for his mission then stopping him is very difficult. Remember the cops have to be lucky every time while these bastards have to get lucky only once for their mission to succeed.

The cops did not deter the attacks simply because of good luck!! They have been now trained well and mentally prepared to take down these swines whenever! Please do not confuse our LEA's with your 'nicker-wearing' banton stick wielding, Mumbai-thulla's!!

ALL so-called TTP pussies attacks have failed miserably with the deaths of the perpetrators!! The people of Lahore are more determined today to get rid of this menace then they were ever before. The moral of the forces is at an all time high. So I do not see how these TTP pussies will actually go on doing what they are doing without getting caught or killed first!
