Again remember that the only naval HQ-16 is LY-80/HQ-16A which has a 40km range. If a newer variant becomes available and navalized, then an upgrade can be acquired.
The even bigger issue is 2 missiles per channel, on top of that, usually 2 missiles per target are expended, there are 4 channels, therefore 8 missiles out at a time to cover 360 degree arc, not set up to defend against larger attacks- same goes for Indian ships equipped with shitl

Likely to keep the price as low as possible. Integrating a different SAM and VLS system would've added to the NRE of the project and, besides cost, could also risk delays. The PN likely went with the most straightforward package to save money and time. However, once more corvettes and frigates join the fleet, the PN could look to upgrade the Type 054A/Ps. The HQ-16FE (160 km range) would be nice.

Not much,suspect still under development, but looks like ground launched pl15, fins are identical, seeker head is pointier then sd10.
Many of these are essentially proposed systems for customers. Its like a demonstration of capability that we can develop such a system for interested customers. So, the said system may just be a proposal at this stage.
