Exactly the same i am thinking,the reaction time and by whom,so they make the strategies during war time.
i believe there mission would have succeeded and whatever data they want to collect would have done that.Only good thing may be you detected and allow them to go peacefully.

India navy has been very careful in it choice words,

It did not claim, Indian submarine was not there nor did it claim, that it did not enter Pakistani waters.

It said.

"Dubbing it as ‘blatant lies’, the Navy on Friday denied the Pakistani Navy claim that it had prevented an Indian submarine from entering its territorial water.

He added that the Indian Navy did not have any under water movement (that means, the vessel was already surfaced ) in the said waters(Pakistani waters) as claimed by the Pakistani Navy."

So my guess was right. The sub was transiting as per international convention which requires them to surface in EEZ of other country. Pak heli took pictures and all the watery wet drama ensued.
