Pakistan, Iran agree to discuss implementation of IP gas project

ISLAMABAD: Pakistan and Iran have agreed to discuss the way forward for implementation of IP gas line and to this effect the authorities concerned of both the countries will hold curial parleys in Tehran either by end of the current month or in early next month.

The way forward will be worked out for materializing the project in the presence of US sanctions and in addition the new time lines for the project will also be discussed, a senior official at Petroleum Division told The News.

In the wake of the price at which Pakistan is procuring the LNG from Qatar and is having through spot purchasing and the price of gas settled under TAPI line, the both sides would also review the gas sales purchase agreement including the penalty clause that was inked between Pakistan and Iran in 2009. The new development of the agreement from both sides to initiate talks has got paramount significance particularly when Iran had threatened to move the arbitration court following the shelving of IP project by the Nawaz government, the official said. The ice melted when Iranian Foreign Minister Javad Zarif visited Pakistan in March, 2018 and held meetings with top political and military leadership. He raised the issue of shelved IP project with Pakistan’s prime minister in the meeting. “Now both the parties have decided to find out the way forward for implementation of the project knowing the fact that there are still the US sanctions and Trump’s resolve to do away with the nuclear deal earlier done with the USA during the Obama regime.”

It is pertinent to mention that Pakistan and Iran signed GSPA in 2009 under IP gas pipeline project in the era of Pakistan Peoples’ Party. Since then the project could not get the shape. The News had already in its edition of February 28, published the story saying that Iranhas threatened to move arbitration against Pakistan for unilaterally shelving the project.

Tehran while threatening Pakistan had asked for the payment of over $1.2 billion as under the penalty clause from January 1, 2015, as Pakistan is bound to give penalty of $ 1 million per day if it fails to have intake of gas from Iran under IP project.

The News on June 7, 2016 published a story that Pakistan had shelved the IP gas line project in the wake of the pressure of the leading gulf country. The decision had irked authorities in Iran at that time, but now in latest development Iran after pause of 20 months has conveyed to Pakistan in plain words that it is going for arbitration seeking the huge penalty of $1.2 billion which is equal to almost the cost of the project.

The project was to be implemented under segmented approach meaning by that Iran had to lay down the pipeline on its side and Pakistan had to build the pipeline in its territory. The project was to be completed by December 2014 and come on stream from January 1, 2015. Under the penalty clause it was agreed by both sides that if Pakistan fails to have intake of Iranian gas from January 1, 2015, it will have to pay $1 million per day as penalty.

When this scribe had filed the story on June 6, 2017 saying the IP project has been shelved, Shahid Khaqan Abbasi was at that time Petroleum and Natural Resources Minister had confirmed that the government has deferred the project as government wants the private sector to invest in the LNG terminals and import LNG in the country and to this effect.

PPP made sure Pakistan loses money .. whoever made this contract is an enemy of Pakistan--> 1 million per day wtf.. Iran should not threaten Pakistan.. its not our fault that USA put sanctions on it. They are pressuring Pakistan not to go head with IP project.. Iran should understand our problem too not just threaten to go to court which i am sure will say the same thing that is "sanction" .. no money from Pakistan...

Iran did just that,it built its section years ago.....meanwhile pak just sat on its *** making pathetic excuse after pathetic excu.......oh,wait a mo...were you meaning that iran should build paks section as well[LOL!],actually in all seriousness thats not such a bad idea.....soooo how are you going to pay for it then?,because as I seem to recall one of paks numerous excuses was that it couldnt get the financing,maybe your new bestest friend china could give you a loan,maybe even piggyback it on the gwader port deal,or at least that was what was beng talked about 2 years back.The other option of course is for pak to just simply fund it out of its own pocket no foreign finance needed then,altho somebody would still have to do the actual construction but I think thats were iran would come in or china.
Its like the old saying goes:Where theres a will,theres a way.Of course if one doesnt actually possess a will of any kind to actually do anything in the first place then theres really probably not much point in doing anything at all,now is there?
Just as a final note,if iran finally does get sick enough of this utterly idiotic charade and ultimately decides to take it to arbitration its very likely that the fine pak will potentially end up having to pay would probably be pretty damn close to the actual construction costs of the pak section of the pipeline,pretty crazy huh?.

Do you even know Iran initiated the project for Indian market not for Pakistan as IPI (IRAN- PAKISTAN-INDIA)... and completed the section of pipeline at their side of boarder even before the conclusion of agreement with Pakistan in an anticipation of Indian market I have never seen any Iranian commenting about Indian backtrack from this project

Iran has completed 900 km (560 miles) of pipeline on its side of the border and Iranian contractors will also construct the pipeline in Pakistan, Iran’s national broadcasting network IRIB reported.

The work on laying Pakistani section of the project was officially launched by the Presidents of both Pakistan and Iran on 11th March 2013. There is no doubt that Pakistan and Iran are committed to this project and have rejected US pressure not to undertake this project. It has been decided that Tadbir, the Iranian Company will construct the pipeline at the cost of Rs.190 million per km and will lay 2 km pipeline per day inside Pakistan. Iran has already completed the construction of pipeline in its territory. The laying of 781 km of gas pipeline with 42 inches diameter from Gabd (a point at Pak-Iran border) to Nawabshah will be completed in fifteen months (IPRI Conference, 18th April 2013).

Hurt?,not at all...in fact if anyones getting hurt here its the pak citizenry who are suffering power cuts when cheap energy is literally right there at the border only needing to be hooked up to,and indeed could have been hooked up to at literally any time within the past several years.I think if I was a pak citizen I`d be mad as hell,but then again maybe they`ve just resigned themselves to this sort of thing.
What has always baffled me,and still does for that matter,is why pak continues to act like a third rate vassal state and put us/saudi interests ahead of its own,with the ip pipeline being the perfect example of this.
I would`ve thought that with pak being the only nuclear weapons state in the muslim world that this would`ve given it not only quite a bit of prestige but also some real political power and influence,and yet look at the way the us treats pakistan and pakistans seeming quiet acceptance of this.Its a puzzle....at least to me to me it is...but then I`m not a pakistani,maybe it just all naturally makes sense to you guys.
