It is not always the case of corruption. I rather consider it a timely decision to field a third gen MANPADS.

Note that

HN-5 aka Anza Mk 1 has been completely retired.
QW-1 Vanguard aka Anza Mk 2 is in service.

Pakistan wanted local production of QW-2 as Anza Mk 3, but this didn't materialize.

The FN-6 is a modern design with digitized electronics, a day/night thermal imaging sight, IFF system and capability to engage very low flying objects.

It is in the league of Verba and Igla-S, and has better specs than the QW-2, which comes with a night only TV camera and a daytime optical sight.

Something to add on, it is the most advance manpad China exported. The anti chaff IR guidance is some of the finest in the market which gives it a high percentage hit ratio even with counter measures.

Pakistan has has recently deployed Chinese 3rd Gen FN-6 MANPADS on Western Border with Afghanistan.

FN-6 uses IR homing guidance system.

Max range: 5.5km

Missile: uses 9K32 missile.

FN-6 is battle proven and has successfully shot down several rotary and fix wing aircrafts during Syrian war.
