But I have a serious question...what is the FLAG CODE in this regard (unable to find it on google)... because in 2018 it was displayed other way around...
In India, you have to keep the saffron on top... If vertical (prohibited for individuals), again saffron should be first...

I have seen both ways...not sure if there is a code...I think some consider the moon to be on top hence green on top...
