Higher manpower to defence budget ratio for Pakistan, that means you spend less % of budget on actual weapons which in turn means more % of weapons are imported out of whole budget spend on weapons only.

This $ business is quite deceptive, lower the economic redline by half a cent , and the deviation of the number of people classified as poor people will be in millions. My brethrens forget to see that, and yes it is shame that we lead the list of biggest arms importer. Hopefully by mid century that trend would be on the downswing. But it is a difficult proposition, our potential adversaries have both quality and quantity, and for us to cover certain aspects of strategic defensive requirements we have to spend, and unfortunately we lack the engineering and research base to meet such large requirements. There is also tremendous waste in defense sector which is unaccounted for, and the foremost issue is we are not energy independent. I don't see India getting out of this quagmire.

No - Pakistan salaries are significantly lower; because military service is seen as a religious duty.

However large portions of our defense budget goes into eliminating poverty, building up infrastructure and education. Also not all of our manpower is included in the defense budget - they mostly depend on which area they are serving in and what they're tasks are. It makes sense; considering Pakistan Infantry is much better equipped, physically conditioned and mentally stable ( training ).

Well - we dominated them in terms of living conditions and economics; till war on terror struck us. Anyway; we're going to be seeing a 7-8% growth soon after CPEC as predicted by government officials.
