It is too difficult task. There are some ground realities. The vulnerabilities of this area includes centuries old jirga system and thier customs. We need to respect the system they are choosing for themselves. Remaining within those limitations we need to develop infrastructure, education and health system of that area. First of all build their houses.
Give them some relief in lieu of Collateral damage occurred.

I am actually in favor of Jirga system than good for nothing courts of Pakistan who actually protect the people with money and power. So, they can retain their Jirga system with little bit changes i.e. replace civil and high court of province with equivalent Jirga system, Punishments should be as per laws of Pakistan, and for serious crimes their should be right of appeal in Supreme court. So, it's not a big issue and you can negotiate and convince people. If you don't extend constitution of Pakistan there than you will continue with FCR of colonial era which collective punishment and cruel.

Without proper civil institute you have to rely on political agents who themselves are corrupt - so forget that you will be able to provide development and integrate the area into main stream because we are not able to do so in last 7 decades, doing same thing again n again and expecting different result is stupidity.

All this has nothing to do with their rehabilitation process, that we must do in any case.
