I believe its even higher then this, because size of their army is almost touching 700,000 troops and if u add air force and navy then it comes close to the mark of a million and that along with special funds for nuclear weapons, which costs pakistan around 2 billion $ to hold (acc. to some reports).

I thinks their unofficial def budget is around $15 billion.

This include nuclear as well. $7bn is divided like this

Army 48%
PAF 20%
Navy 10%
And rest 22% for nuclear etc

1- In the article of Express Tribune pension of retired personal from armed forces is included, but as a standard practice 'pension of any retired employee of the federal Government is accounted separately' from the budget of that department/ organization fall under the supervision of Federal government this separate accounting is not exclusive with the defence budget only. (read:Chapter-5 Current Expenditure 2014-15, Table-15, page 22 Federal Budget 2014-2015 in Brief Ministry of Finance Government of Pakistan)

BTW after the retirement from Arm forces 'they become civilian' ......

2- US Department of Defense has not demanded or notified to Congress which is required under SEC.1233e-1 of REIMBURSEMENT OF CERTAIN COALITION NATIONS FOR SUPPORT PROVIDED TO UNITED STATES MILITARY OPERATIONS for any CSF reimbursement to Pakistan as of yet, nor Pakistan has included any such funds in its budgetary appropriation of federal receipt 2014-15, moreover CSF is the reimbursement of Pakistans's expences for its support of US military operations in Afghanistan which will end in 2014, so no funding is expected.

3- As far as Contingent liability is concern it is used to write off Loans not necessarily for defence sector read Sttical Suplements of 2012-13 & 2013-14 for further detail (Current Expentiture, Chapter-10, 35- Subsidies and Misclanious Exp) so it the author need to clarify how is he assuming that all these Contingent liability fund will be used for Defence related exp .... ??

If you analyse the break-down of expenditure; only Rs 152.8-billion ($1.5-billion) is for purchasing physical assets.

Considering that a 155 artillery shell with GPS guidance could cost about $100,000, one AIM-120 BVR missile costs about $300,000 and a tank in the range of $4-million; $1.52-billion for physical assets with a country fighting a war is peanuts.

There was a time when ZAB said that Pakistanis will eat grass but will make the nuclear bomb. We are in the middle of a war of survival. We have Taliban carrying out their killing spree at will and we are complaining about increase in the Defence expenditure!

Any comparison with GDP or percentage of GDP or of total budget is meaningless when the survival of the State is on stake. Of course the traitors would like Pakistan to break up; a separate Baluchistan with TTP taking over the rest!

On a side note.

I was watching 70th anniversary of D-Day on the TV yesterday. All the world leaders of the nations that fought WW2 were there.

The living nations honour the people who have made the ultimate sacrifice for their country regardless of the righteousness of the cause. German Chancellor Angela Merkel were there as well honouring the German soldiers who died defending the Allied invasion. Tears came to my eyes when I compared this with situation in Pakistan. In my country bigoted political leaders such as Manawa Hassan of JI call killers of Pak Army jawans ‘Shaheed’ and the soldiers who die in defence of their country as simply killed. I hope you rot in hell Mr Munawwar Hassan.

You can call me a crazy old man or whatever you like, but in my humble opinion anyone who dies defending Pakistan State is a hero and a Shaheed. And all those such as commentators like Hamid Mir, JI leadership, Leg, TTP, BNP, BLA etc. form the section of the society who never accepted creation of the state of Pakistan in the heart of their hearts.

I'm pretty sure it's a temp increase, as there have been rumors about vital purchases that PA has been needing to make. The new heli deal with Russia may have to do with the increase.

Not possible, that would quite literally put Pakistan on the verge of bankruptcy.

If you notice, whenever a military force is about to make a large acquisition, they tend to increase their budget for that time. I'm quite sure this is temp, and only being increased to buy Russian helicopters.

Each city for 7 Years creating 100,000 Jobs

** There may be also jobs for admin clerks who process tickets 80,000 Clerk Jobs

This needs to change. Times have changed and the air power decides the winning factor. You can have a million strong army sitting ducks to superior firepower from the sky......and you'll lose tanks, artillery, etc, etc from a better air force in large numbers.
I think Pakistani military leadership needs to realize that.
Take a look at Israel, they have higher tech than almost every country but their core is the fire power from the air, supplemented by ground units. Pakistan has it opposite. For decades it worked but now India is advancing so larger numbers are needed in the PAF more than anything. I'd say this is how it should look like for the next 5 years and then you can go back to Army being the big dawg:
