Defense budget has been jacked up to Rs700. 2 billion for the 2014-15 fiscal year fiscal year beginning on July 1, compared with Rs 627.2 billion allocated in the outgoing fiscal year, showing an increase of Rs 73 billion.


The military, however, had sought an increase of Rs 173 billion in defence spending for the coming fiscal year.

Military officials defended the increase insisting that Pakistan military’s expanses are lowest in the region given the volatile security environment.

The budget document presented before the parliament did not give a break up about the allocation of defence spending among the three forces.

But according to defence ministry officials, out of the whole defence budget, Pakistan Army gets 48 per cent while 20pc goes to Pakistan Air force and Navy’s share is 10pc.

According to the budget document 2014-15, out of that Rs 700.2 billion, Rs 293.5 billion have been allocated for employees related expenses, Rs 180.2 billion for operating expenses and Rs 152.8 billion have been earmarked for physical assets.

However, the figures do not include Rs 163.4 billion allocated for pensions of the military personnel that would be given from the civilian budget and a separate allocation for the security related expenses in a move, which critics say seeks to conceal the actual defense budget.

In addition to this, military would also be given Rs 165 billion under the contingent liability and Rs 85 billion under the Coalition Support Fund (CSF).

This means that in reality a whopping Rs 1113 billion has been allocated for the military, which is about 28.2 percent of the country’s total budget.


While reviewing the budget brief of previous years, it was revealed that in last five years while the defence expenditure has been almost doubled from around 350 billion in 2009-10 to Rs700 billion this year, the rate at which it has been increasing has been diminishing.

11.28bn$ is way too for Pakistani economy,The figure of 7bn$ is only to fool the people.

We need no more than 7Billion dollars even if we have to reduce our troops strength
 
I think that Pakistan will have little choice but to spend these sums of money on its defence.

Even though it gets the vast bulk of its weapons from China, the cost of the huge quantities of it buys is not insignificant.
 
$11.30 billion is indeed already quite big.

Important figure to note here is Rs 152.8 billion has been earmarked for physical assets.

i.e approx $ 1.5 billion for acquiring new weapons and paying of tranches on old ones. for all three services ..that does not give Pakistani armed forces much flexibility for new acquisitions.
 
I was reading pdf file, 73bn from 700bn is for civil works. What kind of civil work?

ill logic:

1- In this article pension of retired personal from armed forces is included, but as a standard practice 'pension of any retired employee of the federal Government is accounted separately' from the budget of that department/ organization fall under the supervision of Federal government this separate accounting is not exclusive with the defence budget only. (read:Chapter-5 Current Expenditure 2014-15, Table-15, page 22 Federal Budget 2014-2015 in Brief Ministry of Finance Government of Pakistan)

BTW after the retirement from Arm forces 'they become civilian' ......

2- US Department of Defense has not demanded or notified to Congress which is required under SEC.1233e-1 of REIMBURSEMENT OF CERTAIN COALITION NATIONS FOR SUPPORT PROVIDED TO UNITED STATES MILITARY OPERATIONS for any CSF reimbursement to Pakistan as of yet, nor Pakistan has included any such funds in its budgetary appropriation of federal receipt 2014-15

3- As far as Contingent liability is concern is used to write off Loans not necessarily for defence sector read Sttical Suplements of 2012-13 & 2013-14 for further detail (Current Expentiture, Chapter-10, 35- Subsidies and Misclanious Exp)
 
The generals are already sitting on billions. If anything, they should be getting less then 6 billion. The military has many assets in Pakistan that are worth billions, on top of that, they get fundings from Pentagon.
 
If the Govt. is a complete failure & the only thing they are good at is corruption which is damaging Pakistan's Economy, then why should Pak Defence get less Budget who are giving their lives defending Pakistan. Pak Defence deserves a good budget because they deliver unlike the corrupt politicians who deliver news ways for corruption.

People need to stop blaming Pak Defence & they need to blame themselves for they always vote for the corrupt.

Let me give you all an example of Gen. Musharraf, Economically Pakistan was progressing & Pak Defence had a good budget, at that time no one had any problem with Defence Budget, so why are you people crying now? blame your selves for voting for the corrupt & the politicians who do massive corruption.

Corruption. In reality most of that money will go on corrupt politicians pockets in the name of development.

These are public limited companies, have nothing to do with PA, don't be confused with the word "Fauji", and if you don't know the history how it came into being, I'll give you a little hint (Share of Pakistan from the penalty/fine) imposed on Japan/German etc countries after WWII.) now use google to find out more.
Fauji Foundation is a majority shareholder in these companies.......Having a company go public doesn't mean that its ownership dilute to such an extent that there is no controlling owner available.
 
Its the WOT which is consuming a major chunk of the defence budget. After that there is not much left for the acquisition of new weapon systems which is a point of concern. A case in point the Navy which even after a decade still unable to buy the next generation submarines.

Why overseas and local Pakistanis... NEVER hear Costing cutting measures, and budget cuts in the Military and defence expenditure ???
