Supported ICC revamp for bilateral series against India, says PCB chief Najam Sethi

According to the Pakistan Cricket Board chairman Najam Sethi, Pakistan has announced its conditional support to revised ICC resolutions regarding the future governance structure and financial model.

The Pakistan Cricket Board (PCB) said on Friday, that it had got assurances from India and other member countries of the ICC for the future bilateral tours.

The PCB chairman, Najam Sethi said in a statement that because of these assurances the PCB had announced its conditional support to the revised ICC resolutions regarding the future governance structure and financial model approved previously by all members excluding PCB at the ICC executive board meeting held in Singapore on February 8th.

Sethi said this unconditional support had ended Pakistan's isolation within the international cricket community and will open the doors to international cricket in a vital manner. (PCB rues missing out on monetary incentives with ICC revamp)

"The conditions are signing of mutually beneficial bilateral cricket tours from 2015-23 with all members, especially India," Sethi said. (Najam Sethi hopeful of bilateral series with India after IPL)

"We had completed the discussion, consultation and negotiation phase with regard to the revised resolutions. It was important for us to get assurances on bilateral cricket with all Boards, especially India, which we have now received. "The detailed Future Tour Programs are now being finalized with all, especially India. The fact that the resolutions have been diluted considerably from when these were first presented, and are now unobjectionable encouraged us to support these," he said.

India has backed away from having regular bilateral tours with Pakistan since 26/11 terror attack in Mumbai took place. Since than only one short one-day series has been played between the two countries in December-January 2012/13.

Pakistan, under the Chairmanship of Sethi's predeccessor, Zaka Ashraf had opposed the wholesale changes in governance and financial model of the ICC which gave increased powers to the Indian, Australian and English cricket boards.

But Sethi, since being appointed interim Chairman in February by the government, has stated repeatedly that Pakistan can't allow itself to be isolated on the Big Three issue any longer.

Pakistan Cricket Board rues missing out on monetary incentives with ICC revamp

According to a PCB official, the board was offered some strong monetary incentives to agree with the 'Big Three' revamp of the International Cricket Council that could have guaranteed earnings of over 200 million dollars over the next few years alongwith more rewarding broadcasting deals. The erstwhile chairman of the board, Zaka Ashraf had turned down the offer and refused to agree with the revamp plans.

The present set-up in the Pakistan Cricket Board (PCB) is still ruing a golden opportunity wasted by the deposed chairman of the board, Zaka Ashraf who declined a chance for Pakistan cricket to make big financial gains and have a bigger say in world cricket affairs.

According to a reliable PCB official, BCCI had last month offered some strong incentives to PCB to support the structural changes in the International Cricket Council (ICC) that were championed by India, Australia and England. (PCB chief Najam Sethi hints at supporting ICC overhaul plan)

"Some of the incentives offered to Pakistan in pure money terms guaranteed earnings of around 200 million dollars over the next few years from playing bilateral series with India and other countries and more rewarding broadcasting deals," the source told PTI. "Before the ICC executive board was to meet in Singapore on February 8 to confirm the changes proposed by the Big three, the BCCI officials clearly conveyed to Pakistan a package of incentives.

"The incentives included restoration of bilateral series with India, the status of fourth member after the Big three in the ICC executive board, more attractive bilateral series with other nations," he explained.

The source claimed the status of fourth member meant a bigger share for Pakistan from the ICC event earnings that are distributed among the member nations in the next eight-year cycle that begins from 2015.

"The biggest gain for Pakistan was a bigger say in ICC affairs and money gains around 200 million dollars," he said. The source disclosed that after the incentive package was offered to Zaka Ashraf he took his time in taking a decision and apparently this was also discussed at the Governing board meeting of the PCB held ahead of the ICC meeting in Singapore.

"But Ashraf at that time was counting heavily on the continued support and partnership of South Africa and Sri Lanka in resisting the changes by the Big three," he said. "Ashraf thus turned down the incentive package which even included written guarantees from India," he said.

The source said that when Ashraf went to attend the ICC board meeting in Singapore he got the shock of his life when immediately after landing there he learnt that South Africa and Sri Lanka had changed their stance and decided to support the Big three.

Interestingly, he said that it was the BCCI president who had advised and convinced the Pakistan, South Africa and Sri Lanka board heads on the day of the meeting from not voting against the proposed changes and instead just abstain from voting.

He said that after the Singapore meeting, Ashraf spoke to the Indian, Australian and English officials about discussing the incentive package but they told him in clear terms the situation had changed now and it would not be available in its original form.

"The present chairman, Najam Sethi is now trying to salvage the situation by ensuring that Pakistan's lone vote does not become a liability and instead the PCB can still gain something from it," the source added.

Do they have any other options other than to toe the line of the big three. They are being promised $100 million for next five years if they accept the new format.

Already Pakistan has been excluded in IPL and their security condition hasn't improved enough that they can invite and attract home games. If I am to understand correctly home games generate more revenue than foreign tours for your board.

The question here is 'leverage'..earlier we needed their support to get the revamp through, they could have asked for anything, they would have gotten it, instead they acted all high headed and ended up 'cutting of the nose to spite the face'.

Now the vote is through and we won(at a cost, had to give huge concessions to South African board, because of Pakistani stubbornness).

But who knows PCB is under a new leadership and so is BCCI(who happens to be a cricketer and not a businessman) things just might work out for Pakistan.
They might get rewarded for their support, perhaps not all their demands but maybe a certain subset of it.
