They can paint the whole world black. ISIS is another terrorist group. To expand an empire to such size, it needs public favor. If its doing public executions and terrorizing the population, it cant go beyond a certain area.

ISIS helps promote geo strategic interests of powers which want to redraw Middle East. ISIS first objective is to create "Islamic' state in Syria and Iraq. Please tell me which countries want to divide and re-draw maps of Syria and Iraq? ISIS I dont think can go even that far. But will certainly weaken Syria and Iraq considerably. Thats one of the objectives of foreign funded militancy - to weaken the host nation so much that it cant fight.

By promoting ISIS, who ever these powers are, they are weakening Syria and Iraq. If in the process the two states are broken, it will a bonus.

Al-Qaeda post 9/11 were attacking US and Europe too! Fear mongering is also milder form of terror, a means to soften up public opinion.
