at the very least the government in Islamabad needs to correct how much of the development budget goes to each region, and allocate a larger then equal share to the underdeveloped areas to help them catch up to the rest. At the very least if they see they are at the same level as the rest of the country they can join in to build up Pakistan as a whole (and get their fair share) then try to become separatists and take their chances with foreign patrons with ulterior motives.
