Probably a ship launched anti-ship missile. Future frigates / corvette's could be equipped with indigenous (or indigenously produced) AShM's instead of importing Harpoon's worth hundreds of millions (USD).

In naval terminology, Surface to Surface missile usually refers to

1. Missile fired from Land based launcher towards enemy ship.
2. Missile fired from surface ship based launcher towards enemy ship.

Harba means tactic.

Regarding your question, I can only guess. IMO, there is no need to develop a second LACM when Babur is operational. Or your intent is to fire nukes to contaminate the sea.

I believe it's an anti-ship cruise missile, probably the one which was tested from a land-based launcher in March.

Though an image released by the government's Press Information Department appeared to show a Babur missile, its resolution was insufficient to accurately determine the missile's identity.

In April last year, a shore-based anti-ship missile dubbed Zarb was test fired. It was speculated by analysts to be the Chinese C-602/YJ-62.

However, a naval industry official told Defense News at Pakistan's biennial defense exhibition IDEAS 2016 in November that Pakistan was working on indigenous anti-ship missiles. This followed an earlier revelation buried in a Ministry of Defence Production report of development of a shipboard anti-ship missile launcher.

There are basically 3 new missiles:

1. Babur-3 SLCM - fired from underwater-to-land
2. Zarb AShM - fired from land-to-sea
3. Harba SSM - unknown, but potentially land/sea to land/sea.
