Even though UNSC has 5 permanent members having veto power, only 3 of them, Russia, China, America qualify as super powers. A super power has 1 piece of contiguous land not crossing international territory spanning 4000+ km, aircraft carrier(s), strategic bombers, nuclear ballistic missile submarines.

So all that needs to be done is to hand Britain and France some used strategic bombers and they magically become super-powers?
