CBI cannot start investigation on its own unless asked by court. CVC(http://www.cvc.nic.in/) has full authority over corruption investigation. But Rafael Scam is not about corruption more about chronic capitalism.

Now Rao is appointed as active head and cannot be appointed for next 3 months or so due to rules that one term of chief should be atleast 2 years. Verma is still technically chief of CBI.

He cannot. There should be a prima facie to start an scam. All so called Prima Facie is the cost of Rafale is higher than sold for other countries. Second Reliance isnt building Rafale. Somebody from inside the system has to come out and complain, like M0D, IAF, Finance or France govt or Dassault. Any official... But none.

You guys are more concerned with internal issues of India than Indians themselves. Justice Loya died in the company of 2 other judges when attending a marriage. It was well documented. SC dismissed the case and even fined the petitioner.

There is no scam.....there are secret clauses on this deal and what the opposition is doing (working for our enemies and against national interest) is not in the interest of national security for India. It would reveal exactly what acquisitions, weapons, etc were agreed to.
