You ain't deciding that kid if there was no money to be made your national rail operator won't be investing here
& you already Commited over 20 billion dollars which is only going to get big & there is nothing you can do about it

Hypothetically speaking, let's say this HSR will be built in India (doesn't matter if its Japanese or Chinese technology). Do you think the Indian public will take advantage of this wonderful tech? Will you guys use it?

HSR is being built because ppl "need" it. When the economy airlines were launched not many were sanguine that it would work but it has.And that surprised many.

China is stupid to invest in India, IMO. Many Indian officials are notorious deadbeats who don't pay up.

India simply has no money left in their budget. It all goes to subsidies for vote bank politics.

They can't even pay for the initial order of the Rafale, due to "no money in the budget". And the initial order is only like $1 billion or so.

So how can they pay this $32 billion amount? Or three times that amount to get it from a Japanese company?

That's a drop in the bucket compared to our $4 trillion in reserves, but India is a desperate country, they haven't even paid the bills for their Commonwealth games. They need every bit of foreign currency they can, to help plug their massive current account deficit every year (which is covered by foreign currency debt).

施工问题:中国和印度的工作文化很不一样,中国为了施工进度可以安排24小时连续施工,这在印度是不可能的。

地方官员为了索贿卡住工程进度也是现实问题
高速铁路的施工材料标准化要求很高,跨国生产很难协调,成本还会更高,全部从中国进口会不会有人抗议?

India's reputation is not high, often put forward some grand plan, then because of various reasons of delay, make plans to be castrated or even cancel

China to help difficult India HSR as follows:

Budget problems: China could provide loans, but how to recover is a big problem, after all, India finance income is not high, and there are many place to spend money.

No money left to buy Rafale fighters: Antony - Rediff.com News

India has deferred until the next financial year its plan to finalise a deal for purchase of 126 Rafale combat aircraft from France since there is "no money left" for this now, Defence Minister A K Antony has said.

And notice the difference between government budget (which includes the defence budget) and foreign exchange reserves.
