Pakistan army has to vacate whole kashmir first as king of kashmir signed accession with india that means indian army will be controlling whole kashmir then only plebiscite can be implemented
now how many pakistani here are ready to vacate kashmir and let indian army take control of all kashmir ? answer is none
why pakistan wants only part of UN resolution that suits them ? if they want UN resolution in kashmir if has to full implementation of resolution and now US , Europe and Russia on indian side kashmir is a lost game for pakistan
worst case scenario for india on kashmir would be making LOC as international border which is also a good result i believe
