No Iraqi pilot qualified to fly F-16

Right on spot, nowadays Iraqi Army training is waaay worse than that of the militants fighting them, if Sadam's military was there for ISIS, ISIS would have been crushed and annihilated in a couple of days.
But this all would come with a Huge Collateral damage as well. Saddam Hussain was building Military against External Threats like Iran, Syria, Israel etc which means they programmed their training against Adversaries having Best of the Weapons available in the region so Trail Blazing wont be a problem in those circumstances while when it comes to internal Conflicts its way different ball game as number of Internal Factors comes to equation but anyways Saddam would have done the job no doubt but he would have seriously wiped out everything he pass through as well.

I think all can qualify. It's just something else. Though I would prefer that IRAQ should go for a mix of new F-16s and MiG-35s/Super SU-30

Gift them to PAF.... What do you say?

I wouldn't be surprised if Iraq does sell the F-16s (at least the production line that hasn't been rolled out yet) to PAF. If Iraq can't muster the personnel, then I think Baghdad, U.S DoD and PAF can come to a transfer agreement. PAF would still likely pay the full price, but its delivery could be fast tracked such that it can get the planes in 2-3 years as opposed to 3-5.
