In defense and security parlance - a threat is not intent but capability - when your rival has 80% of their army and air force orientated towards your country, then that country is a direct threat. And we should not also vilify Mr Hoodbhoy - he has a certain view, and he has been consistent - But he is naive to say the least.

Inspite of "eternal enemy".........u should use "ETERNAL RIVAL" It sounds good and is preety much peacefull....
bcoz making INDIA as a ETERNAL ENEMY is not a good iDEA......for any country
