No, sorry, I was reading an article on cyber security somewhere.
That stated that PRC government searched, employed and now pays around 125000 hackers.
And how much does the Indian govt pay them?

Sh. Ravi Shankar Prasad launches first NIC CERT

CERT to prevent & predict cyber attacks on government utilities

Shri Ravi Shankar Prasad, Hon’ble Minister of Law & Justice and Electronics & Information Technology inaugurated the “NIC-CERT”, a setup of National Informatics Centre, Ministry of Electronics and Information Technology on 11thDecember 2017.

During the inauguration, Hon’ble Minister said that as part of its Digital India initiatives, the Government has introduced a lot of its services online. Although this has made services very accessible to the citizens, it has also exposed them to the threats and vulnerabilities which are an inherent part of cyberspace.

He mentioned that in the recent past there has been an exponential growth in cyber attacks leading to concerns of data theft which led to the Government drafting the Data protection Act. As Internet with its ever expanding canvas of opportunities is touching the life’s of people, it necessitates the requirement to upscale the existing security infrastructure.

He stated that NIC has been doing remarkable job of securing the Government cyberspace for a long time and by setting up this centre they have taken their experience and expertise to the next level.

He emphasised that for responding to the cyber attacks of today, the Government needs an agile and responsive eco-system. NIC-CERT has been setup with the objective of creating a comprehensive framework that integrates world class security components and inbuilt threat intelligence for detection, prevention and incident response. Using the tools the team will correlate events that would help in generating a canvas of the attack surface and identify the vulnerabilities and possible exploits. The gathered intelligence assimilated with the knowledge of the open web would give the CERT the ability prevent and predict attacks.

NIC’s PAN-India connectivity and reach is one of its key strengths and this coupled with its enhanced ability to detect and prevent attacks would collectively upscale the Government’s ability to protect its data.

Setting up NIC-CERT, as per Hon’ble Minister, is MeitY’s initiative under Digital India aimed at enhancing the security posture of NIC and the Government which will in turn lead to enhanced trust of the citizens as the services offered to them would be configured in a framework that is secure by design. NIC-CERT will operate in close coordination and collaboration with sectoral CERT’s and more so with Cert-in.

The Union Minister of Finance and Corporate Affairs Shri Arun Jaitley said that to promote indigenous manufacturing of electronic goods, many steps have been taken by the present Government in last three years including rationalization of the tariff structure with extension of differential excise duty dispensation on specified electronic equipments and withdrawal of duty exemption etc. The Finance Minister said that in the Union Budget 2017-18, with the aim of creating an eco-system to make India a global hub for electronics manufacturing, the allocation for incentive schemes like M-SIPS and EDF has been exponentially increased to Rs 745 crores. The Finance Minister Shri Jaitley was making the Opening Remarks during his 6th Pre-Budget Consultation Meeting with Stakeholders from IT (Hardware &Software) Group in New Delhi today. Along with the Union Finance Minister Shri Jaitley, the Pre-Budget Consultation Meeting was also attended by the Minister of State, Shri S.PShukla, Dr. Hasmukh Adhia, Finance Secretary, Shri A.N. The IT sector representatives invited the attention of Minister to the fact that India’s competence in IT-Software is recognized globally. In recent times, software development and information technology enabled services (ITeS) including business process outsourcing (BPO)/ knowledge process outsourcing services (KPO) industry in India has emerged as one of the most dynamic and vibrant sectors in India’s economy with huge employment potential. They however pointed out that considering some recent protectionist and discriminatory policies followed by other countries, the IT sector would need Government’s help at Policy level to ensure combat visa restrictions issues as also to ensure our economic interests. Similar to steps taken in previous budget to promote indigenous manufacturing of electronic goods, more steps to include rationalization of the tariff structure with extension of differential excise duty dispensation to mobile handsets/ tablet computers and other specified electronic equipment, should be taken in the forthcoming budget for Promoting Broadband; Access for easier fund for Telecom; Tax free Bond for Telecom; Lowering GST on Telecom services to 12 per cent instead of 18 per cent; BCD on all non ITA-1 products; Depreciation benefits for Make in India; Promote components hub; Keep Electronics Sector out of RCEP and increase import duty on Mobile handsets.

Apprehensions about the negative effects of certain tax demands on the Software Industry are without basis

It was reported in certain sections of the Press that tax officials had raised tax demand in respect of export of IT/IT enabled services provided to clients abroad and that this had been done on the basis of place of supply rules in respect of these services which were apparently provided in India and therefore were liable to be taxed.

In a subsequent development, the Commissioner (Appeals) set aside the Orders of the lower adjudicating authority where refund was disallowed and has also upheld the orders where refund had been granted. Thus, the apprehensions expressed in those sections of the Press about the negative effects on the software industry are without basis.

The country’s digital economy is estimated at $ 450 billion presently.

IT Minister Ravi Shankar Prasad is slated to meet the industry tomorrow to discuss the roadmap for India to become a $1 trillion digital economy in the coming years.

This is a follow-up to a similar meeting held in June this year with tech leaders where the minister had exhorted the industry to help India build a $ 1 trillion digital economy over the new few years by creating affordable technology and an inclusive environment.

The country’s digital economy is estimated at $ 450 billion presently.

“There is a presentation on digital economy tomorrow.This will be a follow-up of a meeting held earlier this year,” Prasad told PTI.

IT industry representatives as well as secretaries of various government departments are expected to participate in the closed-door discussion, which will also review the progress made after the first meeting in June.

“This will essentially be a consultation on the roadmap for digital economy,” said Ajay Prakash Sawhney, Secretary, Ministry of Electronics and Information Technology.

“The idea is to understand imperatives for the government and industry in tapping the opportunity,” said Chandrashekhar, who will attend the meeting.

India is aspiring to become a $ 1 trillion digital economy in next few years, given the slew of opportunities in areas like IT and IT enabled services, e-commerce, electronics manufacturing, digital payments and cyber security.

The latest round of discussion assumes significance as it comes at a time when the industry, both electronics and software, is engaged in pre-Budget consultations with the government.

Earlier this week, the software industry, under the aegis of Nasscom, had sought a resolution of the issues related to service tax refunds and GST during the pre-Budget meeting with Finance Minister Arun Jaitley.

NITI Aayog launches ATL Community Day

25 young mentors to interact with over 200 students not enrolled in the formal education sector

NITI Aayog’s Atal Innovation Mission will launch the Atal Tinkering Lab’s Community Day in the national capital tomorrow on Friday, 15th December, 2017. The day will mark the Community Drive Initiative in which 25 young Mentors will engage with more than 200 students who are not enrolled in the formal education system.

CEO NITI Aayog, Mr. Amitabh Kant will launch the initiative in which these mentors will visit four locations in New Delhi to conduct brief sessions with children from various NGOs, on how innovations can help resolve the problems in the communities.

The Atal Tinkering Lab Community Drive Initiative is aimed at maximizing the impact of Atal Tinkering Labs by extending innovation to children in the community who do not have access to formal educational institutions. The purpose of this initiative is to provide these children with the same educational tools as the students in Atal Tinkering Labs to enable them to become problem solvers. The NGOs participating in these interactions include organizations working with disabled children, street and working children, and girls from the weaker sections of society.

Cabinet approves subsidizing MDR charges on debit card/BHIM UPI/AePS transactions of value less than Rs.2000

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved that the Merchant Discount Rate (MDR) applicable on all debit card/BHIM UPI/ Aadhaar enabled Payment System (AePS) transactions upto and including a value of Rs. 2000 will be borne by the Government for a period of two years with effect from 1st January, 2018 by reimbursing the same to the banks.

A Committee comprising of Secretary Department of Financial Services, Secretary Ministry of Electronics & I.T. and the CEO, National Payment Corporation of India (NPCI) will look into the industry cost structure of such transactions which will form the basis to determine the levels of reimbursement.

As a result of this approval, for all transactions less than Rs. 2000 in value, the consumer and the merchant will not suffer any additional burden in the form of MDR thereby leading to greater adoption of digital payment modes for such transactions. Since such transactions account for sizeable percentage of transaction volume, it will help to move towards a less cash economy.

It is estimated that the MDR to be reimbursed to the banks in respect of transactions less than Rs.2000 in value would be Rs.1,050 crore in FY 2018-19 and Rs.1,462 crore in FY 2019-20.

When payment is made at a merchant point of sale, MDR is payable by the merchant to the bank. Citing this, many people make cash payments inspite of having debit cards. Similarly, MDR is charged on payments made to merchants through BHIM UPI platform and AePS.

NITI Aayog celebrates ATL Community Day

Community Drive Initiative aimed at extending innovation to over 200 children not enrolled in the formal education system

Atal Innovation Mission under the aegis of NITI Aayog, celebrated the Community Drive Initiative as part of ATL Community Day today. As a part of the unique initiative, 25 young mentors interacted with over 200 children not enrolled in the formal education system through brief sessions conducted at four locations in New Delhi. The idea is to extend innovation to children in the community so they can become problem solvers.

The Mission Director of the Atal Innovation Mission, R. Ramanan said that through the ATL Community Day Initiative, Atal Innovation Mission Mentors will inspire in these students the spirit of innovation and problem solving through tinkering with emerging technologies and provide opportunities to realize their creative abilities.

Atal Innovation Mission, NITI Aayog, in collaboration with multiple partners has completed 1 year of Atal Tinkering Labs in India. During the year, 900+ ATLs have been announced, covering 388 districts across India, 79 smart cities, with more than 40% of these labs in government-funded public schools.

AIM targets to have at least one Atal Tinkering Lab in every district and proposed Smart City of India.

According to NITI Aayog CEO, Amitabh Kant the Young mentors are disrupting education system in India with ATLs. New thoughts, new ideas and new solutions will emerge to bring India to a global platform in terms of innovation.

Earlier this July, 600 students from more than 50 schools across the Delhi National Capital Region took part in a two-day Tinkering Fest, which was a 48-hour ideathon for school students to introduce and expose them to the world of Tinkering and Innovation.

In order to ensure that the Atal Tinkering Labs In-Charge understand the philosophy of the labs, and are suitably technically equipped to guide the students, AIM organized training workshops across India. Called Unbox Tinkering, supported by two large technology firms, these workshops lasted over 100 days and were conducted at 10 locations. 500+ teachers have been trained and hundreds of prototypes created by teachers from different streams of science, mathematics, history etc.

Several other initiatives, including ‘ATL School of the Month Challenge’, are conducted frequently to engage the ATLs. Additionally, a two-month long ‘Atal Tinkering Marathon’ was conducted across 6 focus areas that align with the national mission – Clean energy, health, smart mobility, smart agriculture, waste management and water resources. It is a platform to identify and showcase best performing ATLs. An estimated 30000+ students participated, 650+ innovation entries submitted. Mentors will work closely with top 100 to refine their solutions.

With all this activity and engagement, some of the top performing ATLs participated at multiple external events including World Robotic Olympiad, and Maker Faire.

In a bid to promote Make in India, the government on Friday increased the import duty on a number of electronic items such as mobile phones, television sets, microwave ovens, LED lamps and water heaters.

Customs duty on television sets has been hiked to 15%, and on push button telephones or mobile phones to 15%. These mobile phones attracted no charges earlier.

The import duty on mobile phones is expected to hurt US-based iPhone maker Apple the most as the company imports close to 90% of its devices into India. The move is expected to prompt Apple to assemble more in India.

Apple had earlier demanded a 15-year custom duty exemption on manufacturing and raw materials, components and capital equipment for smartphone manufacturing in India.

The technology major had also announced it would set up a manufacturing unit in Bengaluru and had made presentations to the Commerce Ministry officials.

The import duty on monitors and projectors, water heaters and hair dressing instruments has been doubled to 20%, the notification said. Customs duty on microwave ovens has been doubled to 20% and that on video recording equipment has been hiked to 15% from the current 10%.

Law and IT Minister Ravi Shankar Prasad on Saturday said he had denied permission to Facebook’s Free Basics platform when he was handling portfolio of the communications ministry.

“Right to access of internet cannot be denied. Therefore, I said earlier when Facebook came to India with Free Basics when I examined it, (and) I was handling communications department then, I found it will be free only when you enter from my gate. India does not believe in one gate and I did not give them permission for that,” Mr. Prasad said while speaking at the Digital India Summit.

He said it is for the USA to decide their stand on net neutrality but “our stand from day one is very clear - right of non-discriminatory access to internet is not negotiable”.

The sector regulator, Telecom Regulatory Authority of India, had issued a regulation in February 2016 on discriminatory pricing over internet access which led to ban of platforms like Free Basics and Airtel Zero.

TRAI ruled against discriminatory pricing for different data platforms or content and said operators cannot enter into pacts with internet companies to subsidise access to some websites. As per ruling, the companies violating the rules will be fined ₹50,000 per day for the duration of contravention, subject to a maximum of ₹50 lakh.

Facebook was offering free internet access to some websites that were available on its Free Basics platform. Following debate over net neutrality, Mr. Prasad as the Telecom Minister had set up a panel of officers from the Department of Telecom (DoT) to examine the matter and come up with recommendations.

Mr. Prasad had then said the government would take a holistic view on net neutrality after the DoT panel and TRAI finalise their recommendations. The DoT panel too had recommended bar on platforms like Free Basics as it will act as gatekeeper to the internet.

Last month, TRAI finalised its recommendations on net neutrality in which it prohibited internet service providers from making any discrimination in traffic while providing web access by either blocking or throttling some apps, websites and services or by offering ‘fast lanes’ to others.

“I believe internet is one of the finest creation of mankind and must be available for all. If internet is a global platform it must have link with local,” Mr. Prasad said. The DoT has to now take call on TRAI recommendations over net neutrality.

He said the government is making efforts to make India a USD 1 trillion digital economy in coming 5 years which include IT, IT enabled services, shared economy etc. He further said the government recently provided “duty shield” to electronic and mobile sectors to promote domestic manufacturing.

Mr. Prasad said there were two companies that were making mobile phones in the country when he took over as IT and communications minister.

“I am happy to announce today, India today is home to 108 mobile factories in the last three years,” he said.

He added that the government has also decided to bear the charges on transactions up to ₹2,000 made through debit cards, BHIM UPI or Aadhaar-enabled payment systems to promote digital transactions.

Union Home Minister reviews progress of newly created Cyber & Information Security (CIS) Division

Shri Rajnath Singh directs stamping out access to pornography on the Internet

The Indian Cyber Crime Coordination Centre (I4C) and the Cyber Police Force will be set up under the newly created Cyber & Information Security (CIS) Division of the Union Ministry of Home Affairs. This was disclosed at a meeting chaired by the Union Home Minister Shri Rajnath Singh here today to discuss this year’s Action Plan of the CIS Division, created under the MHA on November 10, 2017.

The CIS Division will have four Wings, namely Security Clearance, Cyber Crime Prevention, Cyber Security and Information Security Wings each headed by an Under Secretary level Officer. It is also proposed to appoint the Chief Information Security Officer (CISO) and Deputy CISO. An online portal for preparing, follow up and issue of advisory on financial fraud related matters is also in the offing.

The Home Minister expressed concern over the rising incidents of sharing pornography over the internet. Shri Rajnath Singh directed for an effective mechanism to strictly monitor cyber space and block website flouting India’s laws, especially child ****.

Reviewing the Police-1 Division, the Union Home Minister was informed that a website has been created “ips.gov.in” containing relevant information for IPS Officers. The process of Annual Performance Appraisal Report (APAR), filing of Immovable Property Returns (IPRs) and updation of Executive Record (ER) sheets has been turned online.

The apex centre — Indian Cyber Crime Coordination Centre (I4C) — would be set up in Delhi.

To deal with cybercrimes such as financial frauds, circulation of communal and pornographic contents, the Union Home Ministry is planning to set up an apex coordination centre and has asked States to establish a similar mechanism in every district.

It has also released ₹83 crore for setting up of a cyber forensic training laboratory-cum-training centre for police officials in each State. The funds were given under the Cyber Crime Prevention against Women and Children Scheme, a Home Ministry official told PTI.

The apex centre — Indian Cyber Crime Coordination Centre (I4C) — would be set up in Delhi.

It would coordinate with State governments and Union Territories, and closely monitor the cyberspace and social media with due emphasis on vernacular content.

The centre would also block those websites which flout India’s laws and circulate child ****, and communally and racially sensitive content.

The official, requesting anonymity, said that the centre would maintain a list of suspects and the leads generated during investigations in cybercrime cases would be shared with law enforcement agencies through a “secured internal network”.

State governments have also been asked to set up a State cybercrime coordination cell at the headquarter-level and also establish district cybercrime cells.

The Ministry has already created a new wing — Cyber and Information Security Division — to deal with the new-age challenge.

The move came in the wake of 1,44,496 cybersecurity attacks observed in the country during 2014-16.

Over a period of time, there has been a phenomenal increase in use of computers, smart phones and internet. With this increase, cybercrimes have emerged as a major challenge for law enforcement agencies, the official said.

“The cybercrime cases are of varied types. These range from defacement of government websites, online financial frauds, online stalking and harassment, and data thefts. Each requires specialised investigative skill sets and forensic tools,” another official said.

Cybercrime cases pose technical, legal and administrative challenges in investigation which require strengthening of the institutional mechanism.

Phishing, scanning or probing, website intrusions and defacements, virus or malicious code and denial of service attacks are some types of cybercrimes.

National Crime Record Bureau (NCRB) states that 5,693, 9,622 and 11,592 cybercrime cases were registered during 2013, 2014 and 2015, respectively, showing a rise of 69% during 2013 to 2014 and 20% increase during 2014 to 2015.

The Home Ministry has also advised the States to expedite setting up of cyber and mobile forensic labs, and to identify the need for research and development in specific areas of cyberspace.

The States were asked to come up with suggestions for amendments in legal and policy framework dealing with such crimes.

National security, economic prosperity, innovation and social well-being are critically dependent upon the availability, integrity and confidentiality of a range of Information and Communications Technologies (ICT). Nearly every aspect of citizen’s daily life has been considerably transformed by the information revolution, and modern life depends upon the timely, adequate and confidential performance of cyberspace.In the last DIO meet (VIVID 2017), Hon’ble Minister applauded NIC as the technological bridge of India which is best placed to lead the way for a Digital India that the Prime Minister envisaged and urged the DIOs to be innovative and proactive by adopting a transformative approach to make a difference at the grassroots level.

With this as background, encouragement, recognition, commitment and with the thrust in Digital India that aims at transforming the country into a digitally empowered society and knowledge economy, National Informatics Centre (NIC) is organizing a three-day National Meet on Grassroot Informatics- VIVID 2018 from Thursday, 08th February to Saturday, 10th February, 2018 at the India Habitat Centre, New Delhi.

The three-day event will be inaugurated by Shri Ravi Shankar Prasad, Hon’ble Union Minister of Electronics & Information Technology and Law & Justice, GoI in the presence of ShriK.J. Alphons, Hon’ble MoS for Electronics & Information Technology, Tourism, GoI, Shri Ajay Sawhney, Secretary, Ministry of Electronics & Information Technology and other esteemed dignitaries.

About Us

National Informatics Centre (NIC) was established in 1976, and has since emerged as a "prime builder" of e-Government / e-Governance applications up to the grassroots level as well as a promoter of digital opportunities for sustainable development. NIC, through its ICT Network, "NICNET", has institutional linkages with all the Ministries /Departments of the Central Government, 36 State Governments/ Union Territories, and about 708 District administrations of India. NIC has been instrumental in steering e-Government/e-Governance applications in government ministries/departments at the Centre, States, Districts and Blocks, facilitating improvement in government services, wider transparency, promoting decentralized planning and management, resulting in better efficiency and accountability to the people of India.

VIVID 2018

VIVID this year would be an extensive platform for knowledge sharing which would empower 240 NIC District officials from across the country to interact and leverage on each other’s experience and best practices. During the three days, DIOs would give presentations on their portals, showcase their applications, their District initiatives and their immense contribution towards implementation of the Digital India initiative of the Government.


The Theme for VIVID 2018 is “Cyber Security and Innovation”.


The National Meet will also cover a wide range of relevant topics including Emerging Technologies (Internet of Things, Artificial Intelligence, Machine Learning & Big Data Analytics), Cyber Threats & Counter Measures (Changing Digitisation Paradigm & its impact on Security, Cyber Security Threats & Cyber Crimes), Critical Information Infrastructure protection (NIC-CERT), Enterprise Level Applications, and many more topics for DIOs.

Themes:

Cyber Security

The National Meet with special focus on ‘Cyber Security’ this year; is aimed at showcasing the various initiatives of NIC in creating and enhancing the security of Digital Infrastructure in the country. This is very significant in view of the fact that the attacks are increasing, both in prevalence and disruptive potential, and the cybercriminals have an exponentially increasing number of potential targets, because the use of cloud services continues to accelerate and the Internet of Things (IoT) is expected to increase the attack surface.

NIC provides multi-layered security framework for the protection of applications hosted in the Data Centres and related mobile apps as well as NIC infrastructure. NIC-CERT, a setup of NIC which will upscale the existing security infrastructure to prevent the rising number of cyber-attacks. The main objective is to create a comprehensive framework that integrates world class security components and inbuilt threat intelligence for detection, prevention and incident response.

Innovation

Innovation is also a theme for the DIO meet this year and was one of the important suggestions and directives by the Hon’ble Minister. In order to encourage innovative ideas, "NIC Innovation Challenge– 2018” for NIC District officials was announced on 15th November’ 2017. From 398 submissions, 13 teams of the following five categories have been selected for awards:

  • Concept Note for Application of Emerging Technologies
  • Concept Note for Innovation in Service Delivery
  • Innovation in Data Visualization
  • Mobile App Innovation
  • Web App Innovation

In addition, NIC has developed an innovative service and shall launch S3WaaS i.e.‘Secure, Scalable and Sugamya Website as a Service’ during the event. S3WaaS servicewas meticulously designed and developed, which is a website generating framework to generate, configure, deploy and manage secure, scalable and accessible websites without much effort and technical knowhow.
