But the source is from 2016. Mr CT Expert. Picture shows two flags close to each other which happens only in the border between two countries.

They are both Indian flags, there's another video which clearly shows it to be an Indian flag.
And no, opposite bunkers don't exactly sit in each others shadow.

Or are they targeted, the other-side watches the soldiers retreat from them, then hit with direct fire?

According to Indian members here, the Indian soldiers run back into their holes the moment there's any sign of an impending attack.
