Never judge a book by it's cover.
The submarine is there to do a job i.e. be India's second strike capability, something India has put a great deal of work in, to their credit. They SLBM is ready, the vessel is nearly there, what more do you want?
That, and it's also a tech demo of much larger and more capable future SSBMs.
How comes? Hasn't the Indian Navy earned a reputation for sinking its flag ship and a submarine in recent years all due to extremely poor quality of its war machines?
