Musharraf could have scrapped it but in my opinion he got poor political advice - "time was not right"
And there is another element that goes largely unrealized, which is that it is a tool against peasants - Who are Christians in Punjab? Why are persuaded by the message of the Christian? FOr instance when was the last time the Blasphemy law was used against a land lord? How is it that Christian and Ahmadi Muslims are the primary victims of this law?
If I may I would also suggest that while Ahmadi Muslim and Christians are targetted by this law, it's real aim is to "whip" the second class muslims of Pakistan in to shape - You can bad mouth anything at all in Pakistan, except a text you cannot read and do not understand in language it was written in - go figure.
