Depends defensively or as an offensive drive, the latter cannot be done the former has been proven by the PA before albeit not to a level you might find satisfactory but enough to get us really worried.

I think that is true.the gap has widened in the past 2 decades, due to India's economic progress and deep pockets. .pak missile programme is its best deterrent..
