He showed it to his science teacher first, which was okay, then took it to the English class and set up a timer to go off in the middle of it, which was not okay. Why do you suppose he did that, and what were the teachers supposed to do with his actions?
Once police are called, it is up to them to determine probable cause, which in this case they had, to arrest him. All correctly done. Further investigation revealed that it was just a clock and there were no grounds to hold him or press charges. Again, all correctly done.
You are right, disrupt the class is a bad thing.
But that it has not nothing to do with "hoax-bomb" . And it's NOT a policial issue.
Police should checked 2 points.
1. That it was not a real bomb.
2. That it was not a hoax-bomb with intention to cause panic.
Two points could made in 1 minute, without it have made this show.
