I don't think he would be allowed to make such trips on short notice but this is simply what a specifc news outlet had stated. Of course it is illogical.

"secret" trips are only secret in the sense they are not announced to the public in advance, it doesn't mean there hasn't been massive preperations in the lead up to the visit. Indian officals would have had to have been in Lahore for a few days now at least and before that a lot of work would have been carried out by both sides in cordinating this visit.
