Amongst a total of 20,000 crore deals that DAC cleared in one go on Friday, include clearing offset proposals for the procurement of 22 Apache attack helicopters and 15 Chinook heavy lift choppers for the IAF. Besides clearing mid life refit for six submarines at Rs 4800 crore and fitting of Anti Submarine Warfare suit for 11 ships including four destroyers and seven frigates under projects 15 B and 17 A.
The Navy will also get six of its submarines refitted partly from the original equipment manufacturer as well as Indian shipyards at Rs 4800 crore.
While according extension of Acceptance of Necessity (AON) for the procurement of 118 Arjun Mk II tank for the Indian Army, the council also granted AON for 40 self propelled guns on board MBT Arjun at Rs 820 crore.
The guns will be developed by Ordnance Factory Board.

I think one of the biggest announcement in domestic production of 197 LUH. Now it remains to be seen how HAL responds.

So the LUH version of ALH Dhruv will be be ordered.

Why they are not ask for license production.
I think IN need around more then 100 ASW helo.
16 is the first order, there is a follow-on option for 60 for a total of 72 which will certainly be taken up. Licence production (unless done through a pvt entity) will just add delays to something that was needed 3+ years ago.

What many people don't realise is this- the requirement for RSH/LUH was/is 384 helicopters NOT 197. Simply the 384 helo order was SPLIT- 197 for the foreign RSH/LUH (Fennec/Ka-26) and 187 HAL LUH that is under development:

All this stating is that all 384 LUHs for the IA and IAF will be the HAL LUH which I have no problem with other than the timeline- the first lot of HAL LUH are 4-5 years away from entering service and even if HAL are able to produce 40+ helos a year it will take over a decade to replace all those vintage Cheetahs and Cheetaks in service.

The Cheetah and Chetak fleet is already in serious trouble TODAY.


This is the one bit of troubling news to come out of all this. I wish the new GoI had taken the pragmatic decision and fast-tracked the 197 foreign RSH deal so the first lot were in service within 18 months-2 years.


Edit, it seems that the news has been HIGHLY misleading- what is actually happening is that the 197 order will be opened up for Indian firms who tie up with foreign helo manufactures (like the LHD/LPD and arty deals).

Another welcome move is purchase of 40 Arjun Catapult artillery systems also cleared by govt. The System compromise of 130mm M46 field gun mounted over Arjun MK-1 Chassis. Although not a modern gun but still good stop gap measure.

Yes and no- good for Indian industry and in the long run the Indian Mil BUT in the short term this means the replacements for the Cheetahs and Chetaks are even FURTHER away from induction so in the short term the IA and IAF are going to be in some real difficulties with their LUH fleet.

If only the last GoI had initiated this "buy and make India" process for the 197 RSH/LUH we could see inductions very shortly from now.....

Because the short term requirement is for 16 only and mainly for the ASW role. The overall requirement for naval helicopters is far higher, but also include basic versions for SAR or utility transport. However, the winner of this deal is likely to be the logical choice for a larger deal including licence production.

I'm still reading up the news of this week, but the report cloud_9 posted does not say that!

The government on Friday scrapped a tender worth Rs 6,000 crore to procure 197 light utility helicopters from foreign vendors for the armed forces and decided to allow domestic players to manufacture these helicopters.

Scrapping the tender, the Defence Acquisition Council chaired by Defence Minister Arun Jaitley put the acquisition under the “Buy and Make Indian” category, allowing the Indian industry to make the helicopters under a joint venture with a foreign manufacturer.

That would mean, that we still want 197 foreign helicopters, but not licence produced from HAL, but possibly a privat partner.

That means "scrapping" now only means, they took a decision after re-evaluating and now have "changed" the competition from licence produced under HAL, to licence produced under in India by an JV's partner (which might even include HAL as a possibility, lets see).
So the deal for 197 x LUH is still on, they only changed the procedure on how to "make it in India"!

Deals MoD today cleared was
1. Apache deal
2. Chinook deal
3. 118 arjun mk2
4. 40 arjun catapult artillery systems
5. 11 Towed array sonars and decoy systems(ATAS)
6. Rifit to 6 submarines(4 kilo and 2 shishumar)
While at the same time MoD gave a go ahead to stalled deal for 16 asw helis.

In total nothing big and surprising, if at all that the MRTTs are missing is a bit surprising, but the DM hasn't stated much on that so far, so lets see what they have in mind there.

Can you specify which of the 4 kilos are gonna be upgraded out of 8 in active service (Sindhurakshak and Sinshukirti are no more available)

Hmmm.... was just going by this report bro- will be VERY happy if that is true!


S-70B has been favourite for YEARS, that is not the issue, it is about progressing this deal to the next stage instead of keeping it in limbo as it has been for year. I'm still waiting on clarification about what the DAC has specifically cleared vis a vis this deal i.e. has it picked a winner (doubtful)? Has it cleared the NH-90's bid (more likely given the Finmeccanica connection that that seemed to throw the whole deal into stasis)? Still no certainty as to when the NMRH will be in service/ordered and it is DESPERATELY needed.
Sikorsky going in country in late September to witness the opening of the bids. If the issues raised by NH have been put aside I suspect the S-70B will win this competition. No winner can be announced until the bids have been opened and evaluated. No way, in my opinion, the NH90 can beat the S-70B on cost. I can almost guarantee a protest by NH if they don't win.
