ROAD MAP TO INDEPENDENCE AND NATIONAL SELF-DETERMINATION

"Bangsamoro constitution is an idea whose time has come", declared Chairman Prof. Nur Misuari of the Moro National Liberation Front (MNLF) in Zamboanga City during the last week of July, 2013.


In a gathering of MNLF political, religious and military leaders from the different state revolutionary committees and mass supporters from all over the Bangsamoro homeland of Mindanao, Sulu, and Palawan (MINSUPALA), a revolutionary government constitution was unveiled. This led to the proclamation of the establishment of the United Federated States of Bangsamoro Republik (UFSBR), embracing the islands of Mindanao, Basilan, Sulu, Tawi-Tawi, Palawan and North Borneo ('Sabah'). The declared capital of UFSBR is Davao City.
The Preamble of the drafted different nineteen (19) Articles of the Bangsamoro Constitution read:
"We, the united people, Lumads, Muslims and Christians of Bangsamoro Republik, exercising our inherent sovereignty, do hereby establish this Constitution.
We manifest our common wish to live together in peace and harmony, to preserve the heritage of the past, and to cherish and sustain the promise of the future.
We uphold the diversity of our religions, cultures and traditions. Our differences enrich us. The seas bring us together, they do not separate us. Our islands sustain us, our aspirations and dreams as a nation enlarge us and make us stronger.
Our ancestors, who made their homes on these islands, displaced no other people. Having known war, we hope for peace. Having been divided, we wish unity and we seek freedom.
We extend to all nations what we seek from each: peace, friendship, cooperation, and love in our common humanity.
With this constitution we humbly implore the aid of our Maker and do ordain this constitution."
The reading of the Bangsamoro Constitution and the proclamation of the United Federated States of Bangsamoro Republik in Zamboanga City on July 28, this year, was simultaneously conducted in the different MNLF camps throughout the Bangsamoro homeland.
Thus, with the official proclamation of both the Bangsamoro Constitution and the UFSBR government, the next peaceful political initiative of the MNLF is to bring the case to the Organization of Islamic Cooperation (OIC). The MNLF holds a 'permanent observer' status in the global pan-Islamic body, which has been for years recognizing MNLF Chairman Nur Misuari as the 'spokesman' of the Bagsamoro people of Filipino-occupied Mindanao.
After dispensing with the protocol of formality in the OIC, the MNLF will again in due time advance the cause of Bangsamoro freedom and independence to the United Nations (UN).
It is recalled that on December 10, 2000 the MNLF had already elevated the demand and clamour of the oppressive Bangsamoro people of Mindanao under Philippine colonialism during the Arroyo regime to the UN Committee on Decolonization. But this was not seriously followed up following the controversial arrest of the MNLF Chairman and five escorts in Sabah by the Mahathir regime. He was later turned over to the Manila government to be charged for rebellion case, but was eventually released upon the diplomatic pressure of the OIC being a principal signatory to the September 2, 1996 MNLF-OIC-GRP Jakarta Peace Agreements.

the 1996 Peace Agreement, but instead is committed to implement the highly suspicious Malaysia-brokered 2013 framework agreement on Bangsamoro with the Moro Islamic Liberation Front (MILF). This was after closely examining that the Autonomous Region in Muslim Mindanao (ARMM), a bogus regional government created by Philippine Congress under President Corazon C. Aquino, is a "failed experiment."
On this political end game when the present Aquino regime informed the OIC of its intention to abrogate the peace process with the MNLF but only retracted to mean the termination of the GRP-OIC-MNLF peace agreement committee review, this deceptive political maneuver only set free the MNLF from fulfilling its binding commitment to consider the concept of autonomy without sovereignty. This all started with the 1976 Tripoli Peace Agreement mediated by the OIC.

Clearly now, the road to 'just and lasting' peace in finally ending the 4-decades long Philippines-Bangsamoro war in Mindanao is the freedom and independence of the colonized Bangsamoro people. This road leads now to the United Nations (UN).
On this historic journey for UN recognition and acceptance by the whole humanity of the newly established nation state in Southeast Asia - the United Federated States of Bangsamoro Republik - MNLF Chairman Prof. Nur Misuari has issued this appeal:
"We hereby call upon the people of the world, most particularly the United Nations and the UN Secretary General, His Excellency Ban Ki-Moon, to extend their formal recognition and support behind this new state."

The electrifying impact of the archived commentary, "Who's afraid of Mindanao independence," is quite relevant to the historical events engulfing today the Bangsamoro homeland of Mindanao, Sulu and Palawan (MINSUPALA).

A strong loud advocacy for Mindanao independence from the unproductive clutches of Philippine colonialism has been lately raised again a moral issue by Chairman Prof. Nur Misuari of the Moro National Liberation Front (MNLF) only last week of July 2013. This was after finding out on July 25 from the Organization of Islamic Cooperation (OIC) that the Philippine Aquino government was terminating the MNLF-OIC-GRP peace process on the complete and final implementation of the September 2, 1996 Jakarta Peace Agreements.

Thus, being set free from its commitment to respect the autonomy-based 1996 Peace Agreement signed with the Philippine Ramos government, the MNLF declared to pursue again actively the freedom struggle for Mindanao independence by any possible means.

Thus, this highlighted the adoption of a Revolutionary Government Constitution in a general assembly of MNLF Lumad, Christian and Muslim leaders in Zamboanga City on July 27 to launch the establishment of the United Federated States of Bangsamoro Republik (UFSBR). The public worldwide declaration and reading of the Preamble and Articles of the Bangsamoro Constitution was scheduled on July 29 in all MNLF main camps in Mindanao, particularly in Sulu.

However, the public declaration of Mindanao independence and national self-determination for the oppressed Bangsamoro people under the Philippine colonial government was only aborted with the intervention of the United Nations (UN) and the 58-nation Organization of Islamic Cooperation.

Showing offensive diplomatic efforts in diffusing the situation, the Aquino government back tracked with its hidden motive to clarify the damaging issue, belying the communication earlier sent to the OIC. It clarified that its intension was not to 'abrogate' the peace talks with the MNLF, but only to complete and eventually terminate the GRP-OIC-MNLF ministerial review of the September 2, 1996 Jakarta Peace Agreements.

Nonetheless, a bigger question now has to be answered. Clearly and publicly. Is the Philippine Aquino government committed to implement completely the MNLF-OIC-GRP 1996 Peace Agreement? Or the Malaysia-brokered 'framework agreement on Bangsamoro' signed between the Moro Islamic Liberation Front (MILF) and the Aquino government? Note that the MILF-PHG substatial peace agreement is still in the womb of time.

Furthermore, since both agreements are anchored on autonomy without sovereignty, will this only become a crucial turning point for the final declaration of Mindanao independence?

Indeed, what can the Philippine colonial government offer the oppressed Bangsamoro people to gurantee 'just and lasting' peace in Mindanao?

This, of course, is to forestall the ultimate crowning declaration of a Revolutionary Government Constitution and the possible establishment of the United Federated States of Bangsamoro Republik for the Lumad and Muslim natives as well as the Christian settlers of Mindanao.

Indeed, who doesn't want to know the truth about the MNLF-launched Bangsamoro people's freedom to regain independence and national self-determination from Philippine colonialism, but from the real actors and genuine players, who have yet to re-write their own authentic colorful history?

Clearly now, what did the remaining days of year 2001 bring vividly to the consciousness of the Highlander, Christian and Muslim Mindanawans that will again trigger the resumption of a fullscale Filipino-Moro war in the Filipino-occupied region for the coming year of the horse 2002?

Certainly, it cannot be anyhting else, but a fervent prayer for a lifetime legacy of a peaceful Mindanaw...for now and possibly, forever!

However, is conflict-free Mindanaw possible under the present circumstances? Or is Mindanaw condemned forever to more wars and hostilities between the ethnic nationalities and their colonial Filipino oppressers?

Since time immemorial, the historical past of Mindanaw had always been embedded in tragic wars. Clearly, the saddest tragedy had always been an imposed one. The series of tragic strife were never the making or initiative of the native inhabitants - the warrior Moros and the other gallant ethnic communities - but brought upon their doorsteps by the western pirates, who crossed the thousand-mile sea journey to bring chaos and turmoil into the Mindanaw heartland to satisfy their megalomanic lust for economic and political greed.

Thus, the more than three centuries Spanish-Moro wars, and the almost half century American-Moro war in Mindanaw only proved that the western piratical invaders were mighty proud to promote the 'law of the jungle:' That 'might is right!' But isn't this the doctrine of the barbarians and the savages?

Indeed, equip with superior 'weapons of mass destruction,' the Spanish and American marauders tried using their might to bully the Mindanaw natives into surrender and submission to attain one sublime goal - to land-grab the indigenous lands and to plunder the inherent mineral and aquatic riches of the ethnic nationalities of Moroland.

Yet, the piratical western powers never did permanently suceed because the native Mindanawans fought back and hard merely exposing them for what they really were - subhuman plunderers and scavengers, who savagely brought upon Mindanaw the continued plague of war of genocide and extermination up to the present era.

Compounding the ugliness of the whole piratical episode, both the Spanish and American invaders camouflaged their satanic crusade based on the following flimsy ethnocentric grounds: "(a) 'civilizing the savages,' (b) 'christianizing the native believers from their untrue religion,' and (c) 'teaching the unlearned natives with rudiments of democracy and the sublime 'benevolent assimilation'."

Without shame and concern for the fundamental human rights, religion, culture and historical heritage of the Mindanaw indigenous communities, the oppressive western pirates established a war power base of destruction in Manila to invade the peaceful communities of the Mindanaw natives. Without pity and conscience, they utilized to the fullest extent the Indio-turned-Filipino colonial slaves from Luzon and Visayas in their repeated bloody invasion of Mindanaw to accomplish the above-mentioned ugly goals.

Thus, how successful were the Spanish and American invaders to hoodwink the native Mindanawans in land-grabbing their precious ethnic lands?

As may be viewed now in modern history, the piratical Spanish and American expeditions have only brought continued war of devastation in Mindanaw. Worst, the western conspirators of the fraudulent so-called Treaty of Paris of December 10, 1898 had deliberatedly contributed to Mindanaw becoming a milking colony to the Christian Filipino inheritors of the evilish Spanish and American colonial conquest.

Hence, the defensive war for Mindanao independence has had to be fought time and again by the Bangsamoro people against the new Asian homegrown colonizers. Historically, similar to the tyranically oppressive Japanese invaders in the early 1940s.

The Moro National Liberation Front (MNLF) started actively the liberation struggle in the late 1960s. However, this was cut short to accepting 'autonomy under the sovereignty and integrity of the Philippine Republic' through the strong pressure by the Organization of Islamic Conference (OIC).

Eventually, the MNLF and the Philippine government with the active participation of then OIC Ministerial Committee of Six, composing of Indonesia, Libya, Saudi Arabia, Bangladesh, Senegal and Somalia, had forged the Peace Agreement of September 2, 1996. But still the autonomy formula for fourteen (14) provinces and ten (10) cities in war-torn Mindanao has to take off the ground.

Unfortunately, the time framework alloted to its implementation has passed the deadline. The MNLF has accused the Philippine government of mistrust, violating the letter and spirit of the September 2, 1996 Jakarta Peace Agreements.

On the other hand, the MNLF-splintered groups, particularly Moro National Liberation Front (MILF) and student movement element, Harakat-ul-Islami (HI), that the AFP intelligence turned to 'Abu Sayyaf' (according to Senator Aquilino Pimentel, Jr.), continued to wage a defensive war for freedom and independence even only for an 'independent Islamic State.'

Apparently, the active MILF and HI freedom fighters were inspired by the unfolding event in East Timor whose people voted in a referendum for total independence from Indonesian colonial hegemony.

Lending support to the ground revolutionary militant groupings, Bangsamoro masses by tens of thousands staged public demonstrations and rallies in Davao City and Marawi City, demanding for the complete independence of Mindanaw. This milestone event happened on the same day the MILF and the Philippine Arroyo government started their peace talks sometime November, 1999.

In truth, similar to Kazakstan, Bosnia, India, Pakistan and East Timor, Mindanaw was always a free nation until the western piratical war-mongers preyed upon its tranquility. And gradually, the same western aggressive powers dumped Mindanaw into its present lowly colonial state. Tragically, under a more oppressive and barbaric colonizers that the Christian patriotic Mindanawan freedom fighter, MIM Chairman Reuben R. Canoy, identified as 'worst colonizer' than the Spanish and American invaders.

Today, the idea of Mindanao independence is only bidding it time. Similar to East Timor, an independent Mindanao again is the only ideal and logical formula to avert a continued genocidal blood-bath war in the occupied territory that will eventually end with both the oppressed and the oppressors the biggest losers.

Now, who's afraid of Mindanao independence?

Are they, the past and present oppressors, who have come to believe that the perpetuation of Philippine colonialism in war-ravaged Mindanao is s shining badge of 'might is right'?

KIDAPAWAN CITY, North Cotabato, Philippines — The Moro National Liberation Front (MNLF) and the renegade Bangsamoro Islamic Freedom Fighters (BIFF) are forming a political alliance in their quest for Bangsamoro independence, according to the Moro Islamic Liberation Front (MILF).

In its website, the MILF claimed on Monday that that MNLF secretary general Ustadz Murshi Ebrahim has been quoted as saying: “It’s possible to have a political alliance with (the) BIFF. Our forces are former comrades and we knew each other even before.”

The MILF also quoted Abu Misry Mama, BIFF spokesperson, as saying “it’s a very good development, (an) alliance is very possible,” in response to Ebrahim’s statement.

The MILF said that during the 39th Council of Foreign Ministers (CFM) meeting in Djibouti, Africa, on November 15 to 17, 2012, MNLF Chair Nur Misuari told Organization of Islamic Cooperation (OIC) Secretary General Prof. Ekemelddin Ihsanoglu and other OIC top officials and in the presence of MILF leaders including Chair Murad Ebrahim, that Omra Kato and the BIFF “are a million times more important than the people here” (pointing to the MILF delegation).

An MILF source said the MILF delegation did not react nor mention a single word “and let the sour-graping passed.”
The MILF delegation was composed of Murad, lawyer Michael Mastura and Maulana Alonto, along with secretariat member Mohajirin Ali.

In that meeting, the OIC was trying to set up the formal architecture of the Bangsamoro Coordination Forum consisting of the MNLF factions and the MILF which will discuss and decide on major issues affecting the parties as well as ways and means to move the Bangsamoro agenda together.

The MNLF has three factions now with Muslimin Sema, chair of the bigger faction and another, the Islamic Command Council.

The MILF said the Bangsamoro coordinating forum did not prosper because of the hardening position of Misuari, who always viewed unity that anchored on the MILF and other MNLF factions returning to the fold of the MNLF unconditionally.

According to the MILF, OIC secretary general Ihsanoglu attended the signing of the GPH-MILF Framework Agreement on the Bangsamoro in Malacañang on October 15.

In November 2011, the MILF said Misuari and Kato met in Maguindanao to discuss possible common ground on which their forces could cooperate.

“Misuari emerged from the meeting praising Kato and the BIFF,” the MILF said.

Days after the meeting, however, Kato fell seriously ill and has not been seen or heard publicly since.

The MILF claims it has very reliable information that Kato, a foreign trained Moro leader who broke away from the mainstream MILF after the botched signing of the Memorandum of Agreement on Ancestral Domain in 2008, is still alive but cannot talk.

The BIFF gained notoriety when it launched attacks against government and civilian positions in Maguindanao and North Cotabato since 2008.

The Army branded it as lawless elements with ties to regional terror group Jemaah Islamiya.

Misuari's faction is the one behind the declaration of independence and calls for separation from the Philippines, Habib Mujahab Hashim's faction is allied to Misuari's, and the other faction agreed to abide by the 1996 peace deal with the government and align with the MILF.

DAVAO CITY—Despite their differences in the conduct of the Bangsamoro struggle and peace negotiations, both the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) agree that for Mindanao to develop, a governance free from pork and corruption must be established.

Emmanuel Fontanilla, legal counsel and spokesperson of the MNLF, said that after decades of waging armed revolution against the government for the Bangsamoro people’s right to self determination, they are now placing the issue of independence in the hands of the people. Chanting “Allah is great,” hundreds of MNLF members and supporters gathered here on Sunday afternoon to call for the separation of Mindanao from the Philippines.

The people of Mindanao have suffered from extreme poverty caused by government neglect and their alleged corrupt practices, Fontanilla said.

Brig. Gen. Omar Motiba, commander of the MNLF’s 4th Infantry Division, said the government is siphoning the resources of Mindanao, only to be pocketed by politicians.

“It is very clear that the government is looting the economy and resources of Mindanao. That is why it is only right for Mindanao to claim its

independence,” Motiba said.

He said the Bangsamoro people have suffered for such a long time that it is about time that the Muslims, Christians and indigenous peoples living in the island must enjoy and benefit from its abundance. “The only solution is independence. There will be no pork barrel after independence,” Motiba said.

Ghadzali Jaafar, MILF vice chair for political affairs, said his group is more focused on autonomy. “What is important is to have a Bangsamoro government that has enough power and capacity to improve the lives of the Bangsamoro people,” Jaafar said.

When news about the pork barrel being allegedly pocketed by some politicians reached Camp Darapanan, the main camp of the MILF in Maguindanao, the group’s leadership and their fighters were also shocked. “We had the same reaction as the people of Luzon and the Visayas. The money of the people were wasted. These funds should have reached the poor,” Jaafar said.

The Moro rebel leader also criticized the Autonomous Region in Muslim Mindanao (ARMM) for failing to uphold the interest of the Bangsamoro people. “I am not naming names but corruption is one of the reasons the ARMM failed,” Jaafar said.

But for ARMM Gov. Mujiv Hataman, his administration is doing well in implementing good governance and transparency in the troubled region.

“Every transaction is now transparent, most especially in the Department of Public Works and Highways. These are now all itemized and it is now clear where these are going,” Hataman said.

ZAMBOANGA CITY , Philippines – Moro National Liberation Front (MNLF) founding chairman Nur Misuari has revived the secessionist movement and formally established their federated state, naming himself president following the declaration of independence last Monday in Sulu, according to an MNLF official.

Habib Muhahab Hashim, chairman of the MNLF Islamic Command Council (ICC), said Misuari’s chief of staff Murshi Ibrahim had confirmed in a statement that Misuari declared last Aug. 12 the independence of the Bangsamoro Republik in Daira, Barangay Lampaya, in Talipao, Sulu.

Hashim said Misuari also designated himself as the commander-in-chief of the Bangsamoro Armed Forces (BAF).

“For all peace and freedom loving people of the world and oppressed Bangsamoro, Salam. For the sake of peace and egalitarian democracy, H.E Prof. Nur Misuari of the Bangsamoro Republik and commander-in-chief of the BAF, has declared the independence of the Bangsamoro Republik in Daira Lampaya, Talipao Autonomous Federated State of Lupah Sug,” Hashim quoted the statement of Ibrahim.

The Bangsamoro Republik covers the whole of Mindanao, Sulu and Palawan.

Misuari’s legal counsel Emmanuel Fontanilla, however, claimed that the new state also includes Sabah and Sarawak.

Fontanilla said the Bangsamoro Republik is eyeing Davao City as capital and seat of government.

Hashim said Ibrahim explained that the declaration of independence by Misuari is in line with the United Nations General Assembly Resolution 1514 of 1960 granting independence to all colonized countries.

Ibrahim added that the MNLF faction led by Misuari would pursue its independence only through peaceful and legal means.

Hashim’s ICC is another MNLF faction that is separate from Misuari’s group.

Hashim said it was not clear from Misuari’s group if the declaration was also meant as a call for hostility.

Misuari’s faction had initiated its plan to declare an independent state due the reported plan of the Philippine government to cancel the tripartite review that would fully implement a 1996 final peace agreement between the government and the MNLF signed during the Ramos administration.

The group of Misuari opposed the peace agreement between the government and the Moro Islamic Liberation Front (MILF), which they believed would sideline them even though the Organization of Islamic Cooperation (OIC) recognizes the MNLF as the sole representative of the Bangsamoro people.

Sources said Misuari has left the country to lobby for the support of the OIC for the Bangsamoro Republik. “Now, we are a sovereign nation under a colonial occupation of President P-Noy’s regime,” Ibrahim stated, according to Hashim.

Hashim said they have received unconfirmed reports of movements in several key areas in Mindanao in support of Misuari. He declined to name the areas to avoid causing panic among residents.

Hashim said his group remains neutral on Misuari’s declaration of independence.

“However, if the MNLF-government final peace agreement is already abrogated, the MNLF is left with no option but independence,” Hashim said.

According to Hashim, he was not aware of the move of another MNLF faction led by former Cotabato City mayor Muslimen Sema, who chairs the MNLF executive council (EC), a group that ousted Misuari from leadership several years ago.

Meanwhile, Fontanilla told The STAR that the “interim Constitution” of the Bangsamoro Republik was already submitted to the United Nations in New York a day after Misuari declared independence.

“The Declaration of Independence has the blessing of the Organization of Islamic Cooperation which transmitted the Constitution to the UN,” he said.

Fontanilla said the action of the OIC was an offshoot of the letter of the Philippine government declaring that 1996 peace accord with the MNLF was already completed despite the two remaining unresolved issues.

He said the OIC in a resolution has urged the government to synchronize the framework agreement with MILF and the 1996 peace accord with the MNLF.

Under the proposed Bangsamoro Republik Constitution, the form of government will be a federal system with the Muslims, Christians, and highlanders sharing equal powers in the government.

Fontanilla assured the people that the MNLF would exhaust all peaceful and legal means to attain their political objective.

He also hinted the setting up of a government in exile pending the full independence of the Bangsamoro Republik.

At least five countries in the Middle East have offered sanctuary to Misuari and the other officials of the government in exile while the UN deliberates the status of the new republic.

AFP hopeful for peace

The military is optimistic that the MNLF will honor its peace agreement with the government but is ready to support the police in the event that Misuari’s acts would lead to violence.

Armed Forces of the Philippines (AFP) public affairs chief Lt. Col. Ramon Zagala said they are hopeful that MNLF would continue to be a catalyst for peace and development.

“The AFP remains hopeful that our brothers and sisters in Mindanao will remain patient with the ongoing peace process. We are optimistic that the MNLF will respect and abide by the rule of law,” Zagala said. “We will continue our intensified operations to contain and isolate auxiliary threat groups that seek to spoil the gains of the peace process,” he added.

AFP Western Mindanao Command spokesman Col. Rodrigo Gregorio said they would support the law enforcement operations of the police in the event that Misuari’s actions result in violence.

“It’s (violence) the least that we want to happen and probably Misuari does not want it to happen too,” Gregorio said.

Give peace efforts a chance

Cagayan de Oro City Rep. Rufus Rodriguez appealed to Misuari to give a chance to current administration efforts to bring peace to Mindanao.

“I am pleading with chairman Nur: You’ve fought so hard for Mindanao. We have a real chance under President Aquino to bring peace and development to our island. So let’s make it work for the benefit of the Mindanaoans,” he said.

He made the appeal in the wake of reports that Misuari has launched an independence movement that aims to separate some parts of Mindanao from the republic.

Rodriguez, president of the Centrist Democratic Party of the Philippines, said he received information that Misuari is recruiting people for his supposed independence movement even in non-Muslim provinces, including Rodriguez’s home province of Misamis Oriental.

“Chairman Nur’s campaign is counter-productive and would jeopardize the peace process that we’ve worked for in the last three years,” Rodriguez said.

“I am from Mindanao. Our people are tired of fighting. They want peace and development. At no other time in our history that peace is possible than now. So let’s move forward,” he said.

He said the peace process with the MILF is now in its homestretch after the government and the MILF signed an agreement on wealth sharing.

The agreement will benefit the proposed Bangsamoro region and its people, he added.

A spokesperson for the Moro National Liberation Front confirmed that its founder and chairman, Nur Misuari, declared independence for Mindanao in Talipao, Sulu on August 12.

"We believe that [the] signing of the framework agreement na magkakaroon sila ng comprehensive agreement within the year—notwithstanding the fact that the final peace agreement of 1996 still exists and is valid—this for us is, technically, tantamount to an abrogation of the 1996 peace agreement," said Habib Mujahab Hashim in Chino Gaston's report on GMA News TV's "24 Oras".


Gaston noted that in the MNLF camps they visited, brand-new flags were flying. MNLF fighters in Datu Saudi Ampatuan, Maguindanao were armed with rocket-propelled grenades and M-16 rifles, awaiting instructions and getting themselves ready should Misuari's declaration result in fighting.

"Alam ko ang MNLF ay may pwersa," said MNLF commander Jainuddin Salik in the report. "Lahat from the very beginning to the present, the MNLF is still prepared and laging handa."

The Moro National Liberation Front will no longer seek further dialogue or consultation with the Aquino administration regarding the 1996 peace agreement because the government has chosen to “abrogate” the pact through its actions, a spokesman said on Saturday.

MNLF spokesman Absalom Cerveza, who heads the MNLF peace panel, said the Aquino administration has adopted contradicting positions and alibis resulting in blunders that left the MNLF no option but to declare independence.

“The government has no other option, but to recognize the rights of Moro people in the same way the United States granted independence to the Republic of the Philippines in 1945 under the Tydings-MacDuffie law,” Cerveza said.

“The closure of the peace agreement has given [MNLF Chairman Nur] Misuari freedom to pursue other options,” Cerveza said, adding that the MNLF will now seek recognition of the Moro people’s riught to self-determination before the United Nations.

“So now Misuari is going to UN to file a petition for the decolonization [of Mindanao] because this part of the country was annexed unilaterally by the government with out the consent of the Moro people,” Cerveza added.

But the Aquino administration said it remained committed to its obligations under the 1996 Final Peace Agreement with the MNLF, according to Undersecretary Jose Lorena of the Office of the Presidential Adviser on the Peace Process.

Lorena said the government has no intention of abrogating or abandoning the FPA, and has been continuing its positive engagements with the MNLF, contrary to the claims of MNLF leader Nur Misuari.

“The Aquino administration has always engaged the MNLF since 2010 and will continue to do so under the existing mechanism as we have conveyed to the (Organization of Islamic Cooperation —Peace Committee for Southern Philippines),” Lorena said after Misuari declared a Bangsamoro Republic over parts of Mindanao.

Lorena said Misuari, along with his contingent is always being invited and “present in the Tripartite Implementation Review meetings and other related meetings over the past three years.”

The government, MNLF and the OIC have been engaging in a tripartite review of the implementation of the final peace agreement since 2007. The review process is being facilitated by the OIC-PSCP, which is chaired by Indonesia.

“As far as the (Government of the Philippines) is concerned, we are not aware of any reason for them to claim that government has abandoned them,” Lorena said.

“Our aim has always been to complete the Tripartite Implementation Review so that we can move forward with concrete actions towards the development of MNLF communities, which we have already started,” he added.

“We encourage Mr. Misuari to be a partner in ensuring the welfare of MNLF communities and actively engage with us in the drafting of the Bangsamoro Basic Law which will include the agenda of the MNLF,” he added.

Presidential Adviser on the Peace Process Teresita Quintos-Deles had earlier said the government’s main objective in pushing for the completion of the tripartite review is to start the implementation process for the consensus points and mechanisms that the Parties have agreed on.

“We have already informed the OIC through the chair and members of the [Peace Committee for Southern Philippines chaired by Indonesia] that we think it is time to draw a conclusion to the review process,” she said.

Deles also cited Indonesian Foreign Affairs Minister Marty Natalegawa’s “firm support for the efforts being undertaken by the GPH to ensure a comprehensive settlement of the armed conflict in Southern Philippines.”

“He was categorical in stating that Indonesia opposes any attempt to jeopardize the territorial integrity of the Philippines and that any such move falls outside the ambit of the agreed upon Tripartite Review Process,” Deles said. With Maricel V. Cruz
