Military Cautioned Against Spending Spree In Bangladesh

And no matter what some members say here every major parties participated in 2018 election including BNP who often said they won't participate under Hasina's regime. Even Rizvi said BAL rigged election in only 20% center, so Hasina won fair and square in 80% center. So calling BAL unelected regime is a ridiculous statement.

Allow me to answer this question. Yes BAL eliminated free speech but it's not everywhere. If you observe Facebook trolling against Hasina with people's real id ,you will see that things aren't as bad as we think .

Only in some cases freedom of speech isn't working. It's specially for those people who misuse freedom of speech.

Like look at idune. There are many people like him in Bangladesh. If you allow them to practice freedom of speech , Bangladesh will lost it's sovereignty or at least it will be under threat .

Bangladesh isn't UK and will never be ,most of Bangladeshi people are uncilized . Academi qualified people are worse .

People who pretend to aware of politics ,they are slave to political party ( both BAL and BNP ) . There is no tolerance . So in order to not divide Bangladesh physically ,it's necessary to eliminate freedom of speech .

Otherwise the founy will be divided in to many pieces. So it's better for people to remain silent and live a happier life .

However of freedom of speech is really eliminated, quota from govt job wouldn't be abolished.

So is it's actually a myth that freedom of speech is completely eliminated.

Your position is contradictory but i get your point.

BAL is a one party dictatorship as such i am completely against it.

BD lacks any checks and balances so is this the best that can be hoped for.... maybe....remains to be seen.

It is not propaganda. Freedom of speech is only feared by the corrupt and incompetent as it exposes them.

It is a fragile thing that can not exist without checks and balances and until basic human needs such as food security is fullfilled. My position is that checks and balances do not exist in BD not that freedom of speech is not needed.

In Bangladesh - where most of the folks are functionally illiterate, meaning on paper literate, and can somewhat read and write a few things, democracy is overvalued.

I have personally seen (and per my parents, they have seen it as well), votes being bought for Sarees, Lungis and in some cases tea and toast biscuits. If such is the maturity of your electorate, what suppression of free speech are we worried about?

Do these people even understand what free speech is. Granted today (2020) people may be more educated and exposed to global issues, but it still is a long way from an avg. citizen in the US or EU.

OTOH, at least in terms of the US, the quality of the avg. electorate (and general level of education) has taken a nosedive. Behold the rise of Trump as a result, as well as China slowly surpassing the US economy.

This is how nations rise and fall, all seen in my lifetime sadly.

I am a fan of Lee Kuan Yew, you should watch some of his interviews - his line of thinking is what we need today in Bangladesh. Free speech was not one of the things he espoused, but 'discipline' meaning fiscal and economic discipline were certainly among the values he championed. I realize we also deal with corruption locally, but you have to take the bad with the good sometimes...

May be Sringla's visit and subsequently the phone call from Washington? Is not Hasina Defense Minister? So, she is talking to the military from the position of strength.

By the way, have you ever thought why Defense Ministry in BD remains at the hand of Executive Presidents or PMs since 1972?

Right. If saying anything comes to my mind without having expertise or working on that field, personnel attack, trolling, bashing and other similar stuff is the meaning and definition of freedom of speech then people shouldn't have it.

You can see plenty of examples in this forum and social media. I wouldn't count US citizens and certain EU countries as example either. After seeing Tump as president, republican supporters, Brexit and numerous discussion on social media i believe freedom of speech shouldn't be allowed in most countries.

Prime Minister Sheikh Hasina has said the government may not be able to implement the national budget fully if the worldwide economic recession continues or worsen further.
“Although it was passed to chase the government’s development targets, it might not be possible to implement the budget fully if the worldwide economic recession continues or worsen further,” she said.
The Prime Minister came up with the statement while addressing the inaugural event of the Armed Forces Selection Board-2020 through a videoconference from Ganabhaban on Monday, reports UNB.
The chiefs of the three services and other high officials got connected from their respective headquarters.
“This’s true we’ve given a huge budget…it’s not correct to think we’ll spend all the money right now. This is also a question how much money we’ll be able to provide,” Sheikh Hasina said.
The Prime Minister also asked all to exercise austerity in spending public money.
“We’ll keep the expenditures except the very essential ones on hold temporarily reducing the expenses to some extent. We’ll do these (less important expenditures) things when the good days will come back,” she said.
Urging all not to fear in advance, she said, “We’ll have all the arrangements and preparations. We’ll do as much as we can. It’s our target.”
Hasina mentioned that the government placed this budget as it has a target to make Bangladesh a poverty-free country in the Mujib Year.
She said the government had a target of 8.2 per cent GDP growth in the last fiscal year and 7.8 per cent growth was also achieved till April last, but it finally came down to 5.8 per cent at the end of the last fiscal year due to the Covid-19 pandemic.
Even then, Hasina added, the government has continued its efforts and extended support to different sectors as much as possible. “So, we’ve not made less allocation in the budget.”
“In the case of expenditures, all will have to spend (from the allocations) in a limited way…. we’ll have to calculate right now how much money we'll be able to collect and spend in this economic situation. I would like to ask all even our Armed Forces – three services—to do so.”
The Prime Minister said although there was an apprehension that the country’s reserve of foreign currency declined, now it has increased to US$ 39.4 billion.

So surely such thing did not come from Amra Khan's rear end. I believe nothing is more important that defence development . If we immediately can not upgrade air force , we will be screwed up . So no excuse , even the excuse of covid - 19 is not acceptable. Our our airforce is weak and we need to develop it right now. What else can be more essential than to defend the sovereignty that was achieve at the expense of countless martyrs?

For example, in last fiscal year(2019-2020) proposed defence budget was Taka 325.2 billion while actually got spend Taka 329.75 billion. This was also the case for almost all (if not all) previous years. Despite COVID-19 pandemic, our defence budget for this fiscal year increased by around 300 million dollar(from $3.8 billion to $4.1 billion). So I don't think, defence budget will get trimmed. Defence force run on a very tight budget, otherwise there would not have been any need to exceed the initial spending target year after year. So it is very very unlikely that, this year defence spending will get any cut. PM perhaps warned them not to exceed the spending target set for this year.

It's highly unlikely. Even Khaleda Zia ( a kid in politics ) wouldn't do such thing as it would be a work of imbecile. If you need to cut army budget and make it look natural, you can't do it unplanned. I also think she just wanted to say , not to cross the budget limit, as @Homo Sapiens already stated (#43) . Or simply she wanted to advise as guardian ( you know she is always very good to act as guardian , remember quota movement ? She became emotional when students demanded to abolish it on street? ) , so I still believe that it was just a statemey for the sake of such guardianship ! But we have to wait to know the reality as we have no idea actually what is happening. We only can hope for the best .

It's simply because defence force only should be reporting directly to president or prime minister. You see DGFI directly report to prime minister only . That's the reason it make sense that 21 August grenade attack on Hasina was not any separate action ,but it was state sponsored , since former DGFI chief was got death penalty . But the truth is , he was just obeying order .

If you don't obey the govt , you will lose your job , if you obey order ,you will be hanged .

Surely this is not good , if such thing continues , then military will take necessary step to save govt employees.

So maybe that's the reason their penalty is in hold ,not sure though,it's just my assumption.

However I believe that armed forces authority don't want to report to numpty ministers when the case is defence . So defence minister is also prime minister.

I wish you are correct. I also think that she wanted to act as guardian, as mother advice her children ,but later give them more money to buy extra toys :lol: . I hope she will not cut budget ,but will increase .

Perhaps her goal is , "look I give armed forces more money even in this pandemic, so I am the only one who think about defence issue as top priority". Simply perhaps she wants to become mother of defence alongside monther of humanity ! ;)

Now we just can wait and watch for the reality. Let's hope for the best .
