Dubious source but it is true that in the 50's Afghanistan and Pakistan were about to merge as a constitutional monarchy. It is also true but lesser known that the Iranians were proposing a three country merger from the 50 until the late 60s.

Yes the Shah of Iran must have wanted it since his foreign minister requested it. However Afghanistan said no, I think their King thought and rightfully so that such a federation would give most of the power to the Shah of Iran since at the time Iran was the strongest military and economic force in the whole region.

Once Afghanistan said no the plan dropped so Pakistan didn't say anything. In the 50s though Pakistan and Afghanistan both agreed but then last minute the Afghans backed out.
