According to the data you've provided, Bangladesh have 8 to 24 millionI(avg.16 million) people defecating in the open.....
Now, Why do you think the number of people defecating in the open is more in Pakistan than in Bangladesh?
The reason is, Indo-BD border is far more porous than Indo-Pak border, millions of poor Bangladeshi cross over to India in search of better livelihood.......according to some estimate, there are 20 million illegal Bangladeshi immigrants in India(2 million in Assam alone). These poor people live on the roadside, in slums and are forced to defecate in the open as they cannot afford to build permanent toilets.....not to mention that these poor people would add to the existing 'open- defecating' population if they stayed in Bangladesh.
So, you need to add 20 million to your existing 16 million, which makes it 36 million people defecating in the open in Bangladesh.

Years later, when Gandhi became the guiding star of the Indian National Congress, volunteers formed a bhangi squad in the Congress camps. Once the brahmins only worked as bhangis. Two thousand teachers and students were specially trained for doing scavenging at the Haripura Congress. Gandhi could not think of having a set of people labeled as untouchables for cleaning filth and dirt. He wanted to abolish untouchability from India.
