Another thing is that CNSA is ahead of ISRO as it can reduce cost of every launch with optimization whereas ISRO is still in developing Cryogenic engine which you already have, developing Manned mission which you did 12 years ago.That's certainly possible.
Anyway, they do good work, so I'm not too concerned hidden spending in the budget.
Once you master a field, you can optimize and bring down the cost. May be this also plays an important role. If you remember Indian Moon orbiter mission was fraction of cost compared to US one. First time trials are generally expensive. In Moon orbiter case, high level of optimization was reached, so it can be taken as an exception.
