Nope. The problem is not in the quality of jobs, it is in the minimum acceptable wages that go down every time a Bihari or a Mexican shows up.They are just tapping into xenophobia to corner a larger vote share.
Reality is that migrants take up jobs that the locals do not want to do. Like selling street side goods and drive auto rickshaws.
Much like the mexicans in the US who end up cutting grass and fixing roofs.
As hardworking as the UP/Biharis are, they have seen abject poverty and are tolerant of a really bad standard of living, which drives them to accept wages that most other people consider too low to ensure an acceptable standard of life.
An employer will chose a Bihari/Mexican as it is more profitable. This drives unemployment rates for the locals and results in a xenophobic situation such as what we have in Mumbai
